NOTICE OF PUBLIC HEARING AND NEGATIVE DECLARATION
NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will hold a public hearing on application GPAP 12-03 and RZ 12-03 proposing a general plan amendment of two parcels from Rural Lands and Resource Conservation to Rural Residential and Resource Conservation and a rezone from “RL-SC-WW-FF” Rural Lands-Scenic-Waterway-Floodway Fringe to “RR-B5-SC-WW-FF” Rural Residential-Special Lot Size (5 acre minimum lot size)-Scenic-Waterway-Floodway Fringe.
The project is located at 12609 and 12625 Elk Mountain Road, Upper Lake, APNs 022-004-01 and 02.
The project applicants are Alex Straessle and Harry and Nancy Zabel.
The Planning Commission will make a recommendation to the Board of Supervisors regarding the consideration of adoption of a negative declaration for this project based on Initial Study IS 12-17.
The proposed negative declaration will be available for review at the Community Development Department, Lake County Courthouse, 255 North Forbes Street, Lakeport, California, twenty (20) days before the hearing, and the staff report will be available ten (10) days before the hearing.
The review period during which the Community Development Department will receive comments on the proposed negative declaration will start on September 4, 2012 and end at the hearing on September 27, 2012.

The public hearing will be held in the Board of Supervisors’ Chamber in the Courthouse on September 27, 2012 at 9:15 AM, at which time and place interested persons may attend and be heard.
If you challenge the action of the Planning Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Lake County Planning Commission at, or prior to, the public hearing.

ORDINANCE NO. 151-2012
APPROVING A ONE PERCENT (1%) MEDIACOM PASS-THROUGH FEE TO BE USED TO SUPPORT THE
PUBLIC EDUCATION AND GOVERNMENT (PEG) CHANNEL
NOTICE IS HEREBY GIVEN that the Clearlake City Council adopted Ordinance No. 2012-151 on Thursday, August 23, 2012.
This ordinance approves a one percent (1%) pass-through fee for MediaCom subscribers in the City of Clearlake to support the PEG Channel.
The Ordinance was passed and adopted by affirmative vote of Mayor Luiz, Vice Mayor Spittler, Council Members Overton and Thein, with Council Member Giambruno absent.

NOTICE OF PROPOSED MINOR USE PERMIT
NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator will consider approving MINOR USE PERMIT 12-17 of Roger Lipman, Red Square Vineyards LLC in accordance with Lake County Code to allow a small winery located at 19798 Oak Haven Road, Lower Lake, APN 122-270-06 and -12.

The Zoning Administrator will approve this MINOR USE PERMIT with no public hearing if no written request for a public hearing is submitted by 5:00 P.M., September 6, 2011 to the Community Development Department, Courthouse, 255 N. Forbes St., Lakeport, California.
Should a timely request for hearing be filed, a public hearing will be held on September 12, 2011 at 2:00 p.m. in Conference Room C, 3rd Floor of the Courthouse at 255 North Forbes Street, Lakeport, CA.
