SUMMARY OF ADOPTED ORDINANCE
NOTICE IS HEREBY GIVEN that on August 21, 2012, the Board of Supervisors, County of Lake, State of California, adopted Ordinance No. 2978, an Ordinance extending the Interim Ordinance prohibiting commercial medical marijuana cultivation and cultivation on vacant properties, and limiting outdoor cultivation amounts in the County of Lake, and declaring the urgency thereof.
This interim urgency ordinance prohibits outdoor cultivation of medical marijuana on vacant lots or parcels with no approved residential use in all unincorporated areas of the County of Lake. Outdoor cultivation of medical marijuana is also prohibited within 600 feet of a public or private school as measured from the property line of the cultivation site to the property line of the school. Cultivation of medical marijuana in excess of the following amounts is prohibited during the term of this ordinance:
1. Outdoor cultivation of more than 6 marijuana plants (accessory to an approved residential use), on any parcel smaller than 1/2 acre (21,780 square feet).
2. Outdoor cultivation of more than 12 marijuana plants, accessory to an approved residential use, on parcels greater than ½ acre (21,780 square feet) but less than 1-acre. The edge of the cultivation area shall be located no closer than 75 feet from any off-site residence.
3. Outdoor cultivation of more than 18 marijuana plants accessory to an approved residential use, on parcels a minimum of 1-acre but less than 5-acres. The edge of the cultivation area shall be located no closer than 150 feet from any off-site residence.
4. Outdoor cultivation of more than 36 marijuana plants accessory to an approved residential use, on parcels a minimum of 5-acres but less than 40-acres. The edge of the cultivation area shall be located no closer than 150 feet from any off-site residence.
5. Outdoor cultivation of more than 48 marijuana plants accessory to an approved residential use, on parcels a minimum of 40-acres or larger. The edge of the cultivation area shall be located no closer than 150 feet from any off-site residence.
All outdoor cultivation areas shall be screened from public view with solid wood or bamboo fencing or green fabric mesh.
As to any existing medical marijuana cultivation sites located within the unincorporated area of the County of Lake which are operating contrary to or in excess of the above limits, they are hereby declared to be a public nuisance, and a violation of the provisions of this ordinance is declared punishable as a misdemeanor by a fine of not more than five hundred dollars ($500) or by imprisonment in the County Jail for a period of not more than six (6) months for the third offense, or by both such fine and imprisonment.
This urgency ordinance is effective immediately, and shall be in effect for 22 months and 15 days from the date of adoption unless otherwise repealed or extended.

NOTICE OF PROPOSED MINOR USE PERMIT
NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator will consider approving MINOR USE PERMIT 12-18 of Thomas A. Gibbs in accordance with Lake County Code to allow a cottage industry permit for a 1200 square foot two-story structure to be used for woodworking.
The structure will exceed the accessory height limitation of 20 feet for a total structure height of 25 feet.
The applicant is also requesting a twenty-five percent reduction to the side and rear yard setbacks.
The property is located at 10530 Rancheria Road, Upper Lake, APN 003-061-09.

The Zoning Administrator will approve this MINOR USE PERMIT with no public hearing if no written request for a public hearing is submitted by 5:00 P.M., August 30, 2012 to the Community Development Department, Courthouse, 255 N. Forbes St., Lakeport, California.
Should a timely request for hearing be filed, a public hearing will be held on September 5, 2012 at 2:00 p.m. in Conference Room C, 3rd Floor of the Courthouse.

NOTICE OF PUBLIC HEARING AND
SUMMARY OF PROPOSED ORDINANCE
NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, has set TUESDAY, AUGUST 28, 2012, AT 10:45 A.M., Board Chambers, Courthouse, 255 North Forbes Street, Lakeport, as time and place to consider A PROPOSED ORDINANCE AMENDING SPECIFIED PROVISIONS OF ARTICLE I OF CHAPTER 4 OF THE LAKE COUNTY CODE RELATING TO ANIMAL CONTROL.
This proposed ordinance lowers the Cattery License Fee, changes basic standards for maintenance of a Cattery, raises dog license fees and surrender fees, deletes Section 4-16 referencing proper care of animals and adds a definition of Assistance Dog. A certified copy of the proposed Ordinance is available at the Office of the Clerk of the Board of Supervisors, Courthouse, 255 North Forbes Street, Room 109, Lakeport, CA.
NOTICE IS FURTHER GIVEN that at said place and time, any interested persons may appear and be heard.
If you challenge the action of the Board of Supervisors on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice or in written correspondence delivered to the Clerk to the Board at, or prior to, the public hearing.
