NOTICE OF LAND USE APPLICATION PUBLIC HEARING AND
AVAILABILITY AND INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION

LEAD AGENCY:    City of Lakeport
            Community Development Department

PROJECT TITLE:    Lake County Vector Control District – Lakeport General Plan Amendment and Zone Change Applications (File #s GPA 13-01, ZC 13-01 and ER 13-01)

PROJECT LOCATION: 408 & 410 Esplanade Street and 35 C Street, Lakeport, CA
                                       APNs: 025-501-17, -18, -36 and -39.

PROJECT DESCRIPTION:  California Environmental Quality Act Review/Initial Study of the proposed project, which includes applications for a Lakeport General Plan Amendment from Residential and Resort Residential to Public and Civic Uses and a Lakeport Zoning Ordinance/Zone Change from R-5 Resort Residential to PCU - Public and Civic Uses on land owned by the Lake County Vector Control District.

The project site is not listed on the Hazardous Waste and Substances Sites List as set forth in Government Code Section 65962.5.

FINDINGS / DETERMINATION:  The City has reviewed and considered the proposed project and has determined that the project will not have a significant effect on the environment, with substantial supporting evidence provided in the Initial Study.  The City hereby prepares and proposes to adopt a Mitigated Negative Declaration for this project.

PUBLIC REVIEW PERIOD:  A 30-day public review period for the Mitigated Negative Declaration will commence on September 29, 2014, and end on October 30, 2014, for interested and concerned individuals and public agencies to submit written comments on the document.  Any written comments on the Mitigated Negative Declaration must be received within the public review period.  Copies of the Mitigated Negative Declaration are available for review at City Hall, 225 Park Street, Lakeport and at www.cityoflakeport.com . 

PUBLIC HEARING / MEETING:  The Planning Commission of the City of Lakeport will hold a public hearing to consider these applications, the Initial Study, and the adoption of a Mitigated Negative Declaration of environmental impact on Wednesday, November 12, 2014, at 5:00 p.m., in the Council Chambers of City Hall, located at 225 Park Street, at which time and place all interested persons may appear and be heard.  If you have questions or comments, please call the Lakeport Community Development Department at 707-263-5613, extension 20.

NOTICE OF PROPOSED MINOR USE PERMIT


NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator will consider approving MINOR USE PERMIT EXTENSION 14-01 of Erhard and Ilse Arndt in accordance with Lake County Code to allow the continued operation of a mobile kitchen trailer on property located at 7990 South State Hwy 29, Kelseyville, APN 009-023-04, and further allows for property located at 2870 Eastlake Dr., Kelseyville, APN 044-223-11, to be utilized as a commissary site for the mobile kitchen trailer.

Should a timely request for hearing be filed, a public hearing will be held on October 15, 2014 at 2:00 p.m. in Conference Room C, 3rd Floor of the Courthouse.

NOTICE OF PROPOSED MITIGATED NEGATIVE DECLARATION AND PUBLIC HEARING



NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will hold a public hearing for the replacement of the existing bridge over Manning Creek at Ackley Road.

The project applicant is the Lake County Public Works Department. 

The Planning Commission will consider approval of General Plan Conformity Report GPC 11-19 and adoption of a mitigated negative declaration for this project based on Initial Study IS 11–28. 

The project site is located approximately 0.1 miles north of Mathews Road, approximately 3 miles south of Lakeport, in the vicinity of APNs 008-020-05, 008-020-23, 008-020-25, and 008-020-50. 

The proposed mitigated negative declaration and all documents referenced in the proposed mitigated negative declaration are available for review at the Community Development Department in the Lake County Courthouse, 255 North Forbes Street, Lakeport, CA, and the staff report will be available ten (10) days before the hearing.

The public hearing will be held in the Board of Supervisors’ Chamber in the Courthouse on October 23, 2014 at 9:05 AM, at which time and place interested persons may attend and be heard. 

If you challenge the action of the Planning Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Lake County Planning Commission at, or prior to, the public hearing.
