NOTICE OF INTENT TO ADOPT A CATEGORICAL EXEMPTION
AND NOTICE OF PROPOSED MINOR USE PERMIT
BY THE LAKE COUNTY ZONING ADMINISTRATOR

NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator of the County of Lake, State of California, will consider approving Minor Use (Collector) Permit (MUP 18-15) with no public hearing unless a written request for a public hearing is submitted by 5:00 P.M., August 29, 2018 to the Community Development Department, Courthouse, 255 N. Forbes St., Lakeport, CA.

Should a timely request for hearing be filed, a public hearing will be held on Wednesday September 5 at 2:00 p.m. in Conf. Rm C, 3rd Floor of the Courthouse.

Applicant: TIM HOLLEY. Project: Approval to allow an oversized collector’s building that exceeds the square footage of the primary dwelling and exceeds the allowable 20’ height limit for an overall height of 22 feet.

Thomas Water System: Notice about bacteria levels

The Thomas Water System had levels of bacteria in its drinking water above the allowed standard during April 2018.

Our water system collected two water samples in April 2018 that tested positive for bacteria. Although this is not an emergency, as our customers, you have a right to know what happened, what you should do, and what we did to correct the situation.

Please share this information with other people who drink this water, especially those who may not have received this notice directly. You can do this by posting this notice in a public place or giving out copies by hand or mail.

What should I do?

You do not need to take any corrective actions at this time. This is not an emergency. If you have health concerns, you may wish to consult your doctor. General guidelines on regulated contaminants in drinking water are available from EPA's Safe Drinking Water Hotline at (800) 426-4791.

What happened?

We routinely monitor our drinking water for contaminants. We took six water samples to test our drinking water for the presence of coliform bacteria during April 2018. Two of the six samples showed the presence of this bacteria. The standard is that no more than one sample per month may test positive for bacteria. The positive samples were tested further for fecal coliform. None of the drinking water samples were found to contain fecal coliform. Our water system exceeded the maximum contaminant level allowed for total coliform bacteria, as specified in Section 64426.1, Title 22 of the California Code of Regulations (CCR).

What does this mean?

The State Water Resources Control Board, Division of Drinking Water (Division) sets drinking water standards and has determined that the presence of total coliform bacteria is a possible health concern.

Coliforms are bacteria that are naturally present in the environment and are used as an indicator that other, potentially harmful, bacteria may be present. Coliform bacteria indicate the possibility of potential contamination and may originate from human, animal, or soil sources. E. coli bacteria can cause illness, especially in children and the elderly. If drinking water standards are not met, drinking the water may not necessarily result in illness, but that possibility exists. Routine and follow up sampling are important to periodically verify the safety of the water. In April 2018, coliform bacteria were found in more drinking water samples than is allowed by law in the Thomas Water System. This was a warning of potential problems, and it was a violation of the regulations, specifically Section 64426.1, title 22 of the California
Code of Regulations (CCR).

Has the problem been resolved? What corrective actions have been taken by the Thomas Water System to prevent this violation from occurring in the future?

The cause of this incident was a broken pipe. We are requiring all vendors to adhere to standard disinfection procedures before putting repaired pipe lines back in service. This notification of the public is being done in compliance with Sections 64463.4 and 64465, Title 22 of the CCR as a means of keeping the public informed.
