Loch Lomond Subdivisions: Mitigated negative declaration for water main

NOTICE OF PROPOSED MITIGATED NEGATIVE DECLARATION

NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator will consider adopting a mitigated negative declaration for installation of approximately 10,000 feet of water main within public road right-of-way of Loch Lomond Subdivisions I and II, based on Initial Study IS 11–23.  

The project applicant is the Loch Lomond Mutual Water Company.  

The project is located in Loch Lomond Subdivisions I and II and APN 050-581-45.  

The Zoning Administrator will approve this project with no public hearing if no written request for a public hearing is submitted by 5:00 P.M., April 6, 2012 to the Community Development Department, Courthouse, 255 N. Forbes St., Lakeport, California.  

The proposed mitigated negative declaration, initial study and all documents referenced in the proposed mitigated negative declaration are available for review at the Community Development Department, Lake County Courthouse, 255 North Forbes Street, Lakeport, CA.  

Should a timely request for hearing be filed, a public hearing will be held on April 18, 2012 at 2:00 p.m. in Conference Room C, 3rd Floor of the Courthouse at 255 North Forbes Street, Lakeport, CA.

PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of Supervisors together with the Planning Commission of the County of Lake, State of California will hold a joint hearing on TUESDAY, March 27, 2012, at 2:00 P.M., Board Chambers, Courthouse, Lakeport, to consider adoption of a proposed amendment to the HOUSING ELEMENT of the LAKE COUNTY GENERAL PLAN (GPAP 11-03), which includes an assessment of housing needs and an inventory of resources and constraints relevant to meeting those needs.  The update also includes an inventory of available lands suitable for residential development and specific goals, policies and implementation measures aimed at enhancing opportunities for development of affordable housing in Lake County through the year 2014. The Board of Supervisors will also consider directing the Community Development Department to submit the adopted Draft Housing Element update to the California Department of Housing and Community Development (HCD) for certification.
 
The Board of Supervisors will also consider adoption of a Negative Declaration for this general plan update based on Initial Study IS 11-32. The proposed negative declaration will be available for review at the Community Development Department in the Lake County Courthouse, 255 North Forbes Street, Lakeport, California twenty (20) days before the hearing, and the staff report will be available 10 days before the hearing.  The Planner processing this application is Kevin M. Copies of the HOUSING ELEMENT update are available for review at all County libraries and in the Community Development Department, Lake County Courthouse, 255 N. Forbes Street, Lakeport, California.  The HOUSING ELEMENT can be reviewed electronically online at www.co.lake.ca.us/cdd . The review period during which the Community Development Department will receive comments on the draft Housing Element will start on March 7, 2012 and end on March 27, 2012.
 
NOTICE IS FURTHER GIVEN that at said place and time, any interested persons may appear and be heard.  If you challenge the action of the Planning Commission and Board of Supervisors on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice or in written correspondence delivered to the Secretary of the Planning Commission or Clerk of the Board at, or prior to, the public hearing.

NOTICE OF ELECTION AND DATE FIXED FOR SUBMITTING

ARGUMENTS ON COUNTY MEASURE “D”

“THE LAKE COUNTY MEDICAL MARIJUANA CULTIVATION ACT OF 2012”

NOTICE IS HEREBY GIVEN that an Initiative Petition titled “THE LAKE COUNTY MEDICAL MARIJUANA CULTIVATION ACT OF 2012” was signed by a sufficient number of registered voters of the County of Lake as required by law and the Lake County Board of Supervisors voted to submit the proposed ordinance, without alteration, to the voters of the County of Lake at the next scheduled election. As a result, this measure will be consolidated with the Presidential Primary Election to be held on June 5, 2012, and there will be submitted to the voters of the County of Lake the following measure:

“Shall ‘The Lake County Medical Marijuana Cultivation Act of 2012’, an Ordinance amending Chapter 21 of the Ordinance Code of the County of Lake, adding Article 72A: Regulations For The Cultivation of Medical Marijuana be adopted and become effective?

Yes ____________ No _____________”

Arguments for and against County Measure “D” must be typed and submitted to the Lake County Registrar of Voters, Courthouse-Room 209, 255 N Forbes Street, Lakeport, no later than 5:00 p.m. on Wednesday, March 14, 2012. Written arguments may be submitted by the Board of Supervisors or any member or members of the board; the individual voter, or bona fide association of citizens, or any combination of these voters and associations, who are the bona fide sponsors or proponents of the measure; bona fide associations of citizens; or individual voters who are eligible to vote on the measure. No argument shall exceed 300 words in length. No more than five signatures shall appear with any argument. All arguments must be accompanied by the form statement required in Section 9600 of the California Elections Code stating the printed name and signature or printed names and signatures of the person or persons submitting it or, if submitted on behalf of an organization, the name of the organization and the printed name and signature of at least one of its principal officers.

Only one argument for and one argument against County Measure “D” shall be selected for printing and distribution with the sample ballots. Author(s) of a selected argument may prepare and submit a rebuttal argument not exceeding 250 words to the Lake County Registrar of Voters no later than 5:00 p.m. on Wednesday, March 21, 2012.
