The Lake County/City Area Planning Council (LCCAPC) in partnership with the California Department of Transportation (Caltrans) is soliciting proposals for the creation of a micro-simulation model using TransModeler software of the Lake 20/29/53 Corridor, as well as Route 29 from the Napa County line to Route 53, including selected local streets.
Caltrans will be the contract manager for this project.
The selected consultant will prepare a dynamic microsimulation model, using TransModeler computer software to quantify the cumulative impacts and diversionary effects of individual projects on the Route 20/29/53 Corridor.
In addition, the selected consultant will provide the traffic data necessary for long term maintenance and upkeep of the model for an overall goal of identifying and prioritizing appropriate improvements.
The project will include a final report, digital files of all reports and data, all TransModeler files, staff training, and a final presentation.

Proposals must be received by 4:00 PM on April 20, 2011. Proposals will be screened based on criteria included in the RFP packet, and a consultant selection panel may interview consulting firms with the highest rated proposals with representatives from Caltrans, LCCAPC and local agencies.

NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California will hold a public hearing on application AM 11-01 proposing amendments to the Lake County Zoning Ordinance pertaining to wineries, wine tasting facilities, definition of wine-related special events, agricultural service establishments, green waste composting facilities, farmers’ markets, commercial stables and riding academies, cargo containers, multi-family maximum residential density, and revocation of zoning clearances and zoning permits.
The project applicant is the Lake County Community Development Department.

The public hearing will be held in the Board of Supervisors’ Chamber in the Courthouse on March 24, 2011 at 9:25 AM, at which time and place interested persons may attend and be heard.
If you challenge the action of the Planning Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Lake County Planning Commission at, or prior to, the public hearing.
