Schwarzenegger announces expedited Recovery Act funding for schools

SACRAMENTO – Gov. Arnold Schwarzenegger has announced that $1.3 billion in expedited State Fiscal Stabilization Funds (SFSF) will be available for California’s school districts, colleges and universities this year.


In May, the U.S. Department of Education provided California $3.2 billion for the first phase of SFSF, 67 percent of California’s total $4.9 billion allocation, to help mitigate the effects of budget reductions to education.


The second installment of SFSF funds were not scheduled to be released to states until December; however, the American Recovery and Reinvestment Act (Recovery Act) permits states facing extreme budget difficulties to apply for 90 percent of funds during the first phase.


Schwarzenegger petitioned for 90 percent of the state’s total SFSF allocation on August 27 and the U.S. Department of Education has granted it.


“These funds play a critically important role in our efforts to continue supporting California’s students during this difficult economic time,” said Schwarzenegger. “I made it clear that I would fight for every stimulus dollar possible for the people of California and I thank the Obama administration for quickly approving our application for these expedited funds, which will help bring relief to our students, schools and communities.”


Once these expedited funds are transferred into the state treasury, the Office of Planning and Research will allocate them to the California Department of Education, the California Community Colleges, the University of California and the California State University systems.


When added to the funds allocated in May, K-12 school districts will have received a total of $2.9 billion in SFSF funds to backfill budget reductions made in the 2008-09 fiscal year; higher education will have received a total of $1.5 billion for the same purpose.


In order to ensure that California will receive the remaining 10 percent of its SFSF allocation, $488 million, Schwarzenegger called a special legislative session and announced a legislative package that would expand the statewide data system to include the elements required by the Obama administration for the second phase of SFSF.


Furthermore, the governor’s legislative package does more than meet the bare minimum requirements to qualify for funding, it makes California highly competitive to receive hundreds of millions in competitive grant funding from the $4.35 billion Race to the Top fund, which is designed to support education innovation and reform.


Under Schwarzenegger’s leadership, California was the first state in the nation to be federally approved for SFSF funds.

Eastlake Elementary welcomes students, parents to new school year

CLEARLAKE OAKS – Debbie Malley, principal East Lake Elementary School, welcomed parents and community members Thursday evening at “Back to School Night” held on Thursday, Sept. 10.

The multipurpose facility was standing room only as parents had the opportunity to enjoy dinner provided by the Parent Teacher Organization and listen to Malley as she introduced teachers and staff to those in attendance.

The Konocti Unified School District has adopted a “neighborhood school model” with the conversion of all elementary schools into K-8 schools this year.

Eastlake was originally a K-8 school and parents cheered loudly as Malley discussed the return of Eastlake to its original configuration.

Superintendant Dr. Bill MacDougall was on hand to discuss the neighborhood school model as well as any other issues or concerns with parents.

District school nurse Sue Salmina, RN PHN, was available to discuss health-related matters including H1N1.

Parents then had a chance to visit the classrooms and listen to teachers as they discussed the year to come.

Everywhere you looked the energy was high and the mood was both positive and optimistic. It promises to be a great year.

Carle Chronicle: Student government gets started in new school year

Carlé High School is off to another week of school, with a busy schedule ahead of us.


Student government is getting started up, with representatives already elected, and plans being formulated. There are two students elected from every advisory class to represent their fellow classmates and to plan events, community service, and maintain contact with the rest of the student

body.


The elected student officials are Leanna Efestione as our returning president. Ashley Wiebusch is our vice president, Anthony Henson is sergeant of arms, Alyssa England is secretary. The activity directors are Brianna Giambra, Alexandrea VonRowski and Angela Hood. Brooke Robb is our CHILY person, and also Telli Clemons, Paul Silsby, Lexi Nance, Bianca Frias, Keilana Jackson, and Geneva Hudson round out the student council.


We would like also like to welcome Andrea McMullen, Ashli Athas and Rebecca Englander to Carlé High School and we hope that they feel comfortable here.


Another counselor, Bobby O'Brien, will be coming on Wednesday every week to provide additional support to the students of Carlé.


Allen Siegel was selected to be on the state committee in Sacramento which will help choose this year¹s state Teacher of the Year.


The student who was chosen to be student of the week is our president Leanna Efestione. Leana sold over $900 in yearbook ads in the last four days. Ads are one of the biggest sources of income used to support our yearbook every year. All this effort will go towards making our yearbook affordable to each of our students. Thanks and great job, Leana!


Gina Dixon works at the Job Zone as a career counselor and job advisor. Gina will be coming to Carlé every Thursday to help our students with career readiness.


In addition, on Thursday the wonderful Kineen will be coming to Carlé to be the advisor to our own Rotary club chapter. In a later article we will detail another new job oriented program that Angela Carter a local attorney is bringing to our school.


Recently, some of the students have had the opportunity to do some community service for the Lake County Land Trust, which buys land in Lake County that is worth keeping and preserving.


We asked Angie Siegel about the Land Trust community service, and she told us, “Once again Carlé High is helping the Land Trust save money, in this particular instance by filling envelopes.”


Carlé is always interested in helping the community with such a great mission. Next week we will report on what is going to be a fabulous Old-Time Bluegrass Festival.

Auctions highlight Gala on the Green

UKIAH – A vacation in Mazatlan, hotel and bed-and-breakfast accommodations complete with dining and wine packages, and a private barbecue party are among the live auction items to be offered at this year’s “Gala on the Green,” an annual fundraiser to benefit Mendocino College students and programs.


Scheduled for Sat., Sept. 12, at Fetzer Vineyards Valley Oaks, 12901 Old River Road, Hopland, the event is presented by the Mendocino College Foundation and features dinner catered by Kilkenny Kitchen of Ukiah, wine from Lake and Mendocino county wineries, live and silent auctions, and music by the Mendocino College Jazz Combo. Gala activities begin at 5 p.m.


Tickets for the event are $75 per person. Tables, with seating for eight people each, may be reserved for $600. For tickets or reservations, call the Foundation office at 707-467-1018. Tickets are also available from members of the Foundation’s Board of Directors.


Major sponsors for the Gala include Mendo Lake Credit Union, Fetzer Vineyards Brown-Forman Corporation, First American Title Company, and Max and Joan Schlienger. Proceeds from the event are used to fund scholarships for students and provide support for College programs as recommended by the administrators.


Foundation board members have secured several items that will be auctioned during the event. The live auction will feature six items or packages as well as a “Fund A Need” opportunity for individuals to make donations to the Yvonne Sligh Book Award Fund.


More than 15 items are offered in the silent auction. In addition, a raffle will be conducted for a 9-liter etched bottle of 1994 North Coast Fetzer Vineyards Cabernet Sauvignon.


As members of the Foundation’s Special Events Committee, Board members Christy Scollin of Redwood Valley and Donna Berry of Ukiah were responsible for compiling descriptions of the auction packages.


Gala guests will be able to bid on a private barbecue party for 20 people at the Leroy Chase Ranch located between Lake Mendocino and Blue Lakes. The meal will be paired with fine Mendocino County wines.


A second item features a one-night stay at the Tallman Hotel in Upper Lake, with a gift certificate for dining at the Blue Wing Saloon and bottles of Lake County wines, plus a one-night stay at the Cottage Grove Inn in Calistoga with complimentary tasting at several Napa Valley wineries.


High bidder for an eight-day, seven-night vacation at the Inn at Mazatlan will stay in a luxury one-bedroom suite at the Gold Crown Resort on the beach of Mazatlan, Mexico, where they will enjoy two swimming pools, a full spa, fitness center, and an award-winning beachfront restaurant.


Another item features a two-night stay for two at the Lakeport English Inn that includes a fully-equipped wicker picnic basket with a selection of wines from six Lake County wineries.


Guests may also choose to bid on an original oil painting titled “Grandma’s Kitchen,” created by Foundation Board member Tommy Thornhill. The 20-inch by 16-inch piece of art donated by Thornhill includes a unique frame made from recycled redwood decking.


Rounding out the live auction items is an “elegant dinner for eight” presented by John Bogner, Board member and chair of the Foundation’s Special Events Committee, and Gary Nix. The dinner will feature hors d’oeuvres and cocktails by the hosts, a meal catered by Mosscamp Catering, special wine pairing by Sean Harmon of Barra of Mendocino, and a “mouth-watering” dessert created and presented by Bogner. In addition, the dinner guests will listen to music provided by Mary Carnavale and the Redwood Strings.


Silent auction items include magnums of Domain Chandon Reserve Brut, a round of golf at the Little River Inn golf course plus discount on a Little River Inn room, Italian-style pottery from Cinnabar Ceramics, a specialty basket for pet owners, a stay for up to six people at the Carriage House in Lakeport plus a gift basket from Wildhurst Vineyards, a hand-crafted bowl by Hoyman-Browe Studios, tickets to three Mendocino College theater productions, a Lake Tahoe get-away cabin stay, one truck load of recycled Enviro-Base gravel from Granite Construction Company, one night at the Hopland Inn with breakfast at the Blue Bird Café and wine tasting at Sip! Mendocino, and a three-course dinner for four at the Saw Shop Gallery Bistro in Kelseyville.


“Gala on the Green is an opportunity to donate to the Mendocino College Foundation while enjoying dinner and wine with friends, entertainment, and a lively auction in a beautiful setting,” said Bogner. “The Foundation takes pride in presenting this event and raising money to benefit our students and the College.”


Members of the Foundation board of directors, in addition to Bogner, Berry, Chase, Scollin and Thornhill, include Tom Herman, Willits, president; Channing Cornell, Redwood Valley, vice president; Kathy Lehner, secretary/treasurer and Superintendent/President of Mendocino College; and Kristi Barrington, John Behnke, Harry Bistrin, Rhonada Clausen, Paul Conrado, Richard Cooper, Jerilyn Harris, Neelam Salmen, Joan Schlienger, and Gary Smith, Ukiah. Other members are Tod Kong, Hopland; Peggy Campbell DeBolt, David Geck, and Wilda Shock, Lakeport.
