NOTICE OF PUBLIC HEARING AND MITIGATED NEGATIVE DECLARATION
NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will hold a public hearing on major use permit application UP 14-05 proposing use of an existing two-story, approximately 6,000 square foot residence for a special events center with up to 18 events per year and to utilize the sign regulations of the “C2” zoning district.
The project applicant is Brad Bastian.
The Planning Commission will consider adoption of a mitigated negative declaration for this project based on Initial Study IS 12-26.
The project is located at 1986 & 1990 Bastian Court, Lakeport, CA, APN 015-010-22 & 23.
This project was continued from a previous Planning Commission public hearing held on April 25, 2013.
The proposed mitigated negative declaration is available for review at the Community Development Department in the Lake County Courthouse, 255 North Forbes Street, Lakeport, CA, and the staff report will be available ten (10) days before the hearing.

NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, has set TUESDAY, JUNE 10, 2014, at 9:15 A.M., in the Board of Supervisors Chambers, Courthouse, 255 North Forbes Street, Lakeport, as the time and place for conducting a PUBLIC HEARING for discussion/consideration of the Edward Byrne Memorial Justice Assistance Grant (JAG) Program for funding of a Special Victims/Vulnerable Persons Investigator. NOTICE OF PUBLIC HEARINGS
NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Lakeport will hold a public hearing to consider amendments to the City of Lakeport Municipal Code and will hold a public hearing to consider an amendment to the City of Lakeport General Plan Housing Element.
- The amendments to the Municipal Code (Title 17; Land Use, Zoning & Signs) include:
- Revisions to Section 17.09.030 to permit mixed use-residential in the C-1 zoning district;
- Revisions to Chapter 17.28 to ensure that the viability of commercial and office operations are not adversely affected by potential mixed use development;
- Revisions to Chapter 17.28 to establish additional standards applicable to all residential development in the C-1, C-2, C-3, CB, and PO zoning districts to ensure that residential development provide adequate on-site facilities;
- Revisions to Chapter 17.06 to remove the requirement for a use permit for an on-site office that is used for the management of, or otherwise serves, a multi-family development project;
- Revisions to Chapter 17.39 to define “extremely low-income household” and “large renter household” and to identify incentives for housing projects serving extremely low income households and/or special needs households;
- Revisions to Section 17.37.040 to allow employee housing serving six or fewer persons in the residential zoning districts;
- Revisions to Chapter 17.28 to revise standards for emergency shelters in the C-3 zoning district;
- Revisions to Sections 17.37.040, 17.04.050, 17.05.050, 17.06.040, 17.06.050, 17.07.050, 17.09.050, 17.10.050, 17.11.030, 17.11.050, and Chapter 17.24 to address residential care facilities and residential care homes (small and large); and
- Chapter 17.40 is added to the Zoning Ordinance to establish procedures to address reasonable accommodation requests for persons with disabilities.
- The Planning Commission will also consider amendments to Municipal Code Chapter 15.20 (Condominium Conversions) to require preparation of a relocation plan and ensure relocation assistance when multifamily units are converted to condominiums or community apartment projects.
The Planning Commission also will hold a public hearing to consider an amendment to the Lakeport General Plan to update the Housing Element.
The Housing Element Update includes the following:
- Revisions to the housing needs analysis to provide updated data and information regarding demographics, employment, and housing stock and to address housing needs for special needs populations, including seniors, disabled persons, developmentally disabled persons, large families, female-headed households, farmworkers, and homeless persons and households;
- Revisions to address the City’s 2014-2019 regional housing need allocation of 147 new dwelling units;
- Revisions to update the inventory of sites designated for residential development and resources for development of housing;
- Revisions to address changes to governmental and non-governmental constraints;
- Review of the implementation and effectiveness of the 2009 Housing Element; and
- Revisions to the Housing Plan, including the goals, policies, and programs, to address the City’s housing needs and to remove programs that have been implemented.
The two hearings will be held Wednesday, June 11, 2014, at 5:00 p.m., in the Council Chambers of City Hall, located at 225 Park Street, Lakeport, California, at which time and place all interested persons may appear and be heard.
The proposed Municipal Code amendments and Housing Element Update are available for review at the City of Lakeport Community Development Department located at City Hall, 225 Park Street.
