Authorities investigate early morning fatal stabbing in Lakeport

LAKEPORT, Calif. – The Lake County Sheriff’s Office is investigating an early Thursday morning stabbing that claimed one person's life and left a second individual injured.

Authorities said that Steven Michael Fredericks, 48, of Lakeport was taken into custody in connection to the stabbing, according to Lt. Corey Paulich.

Just after 6:30 a.m. Thursday the Lake County Sheriff’s Office received a report of a stabbing that had occurred in the 6300 block of Lyons Road in Lakeport, Paulich said.

Paulich said witnesses reported that Fredericks had assaulted family members at the location.

When deputies arrived on scene they found a male who was deceased from apparent stab wounds, Paulich said.

A female was also located at the scene with lacerations to her neck and was transported to Sutter Lakeside Hospital for treatment. Paulich said the female’s wounds did not appear to be life-threatening.

Fredericks ran into the woods with a knife prior to the deputies’ arrival. After a brief search of the area, Fredericks walked out of the woods and surrendered to deputies, Paulich said.

Paulich said Fredericks had lacerations to his wrists and was also transported to Sutter Lakeside Hospital for treatment. His wounds did not appear to be life-threatening.

The scene was secured and detectives from the Major Crimes Unit responded as Paulich said the investigation got under way.

Investigators do not believe there are any outstanding suspects or that there is any danger to the public, Paulich said.

Police arrest Clearlake man for armed robbery

CLEARLAKE, Calif. – A Clearlake man has been arrested for an early Tuesday morning armed robbery at one of the city’s fast food restaurants.

Giovanni Madrigal, 19, was arrested hours after the robbery, according to Clearlake Police Sgt. Rodd Joseph.

Just before 2 a.m. Tuesday Clearlake Police officers responded to a report of an armed robbery which had just occurred at the Jack in the Box, located at 15945 Dam Road, Joseph said.

When officers arrived they learned that a single male masked gunman had contacted two employees outside the business who were on break and ordered them back into the restaurant at gunpoint, Joseph said.

Joseph said the gunman ordered those two employees to the front of the store and contacted a third employee inside. At gunpoint the subject took the third employee to a rear office where a small safe was located.

The armed robber managed to grab an undisclosed amount of money from this small safe and fled the business. The man was last seen running across Dam Road to the McDonald’s parking lot. Joseph said employees then observed a silver four-door vehicle flee towards Highway 53 from the area of the McDonald’s parking lot.

Joseph said no shots were fired and no one was injured during the violent take-over robbery.

During the initial investigation at the restaurant, Clearlake Police officers were able to develop a possible suspect lead and continued following up this lead into the morning hours. Joseph said the continued investigation led to the identity of a possible suspect vehicle.

Officers then began conducting surveillance at a residence in Clearlake and checking numerous locations in Clearlake and unincorporated Lower Lake where the possible suspect had known associations, Joseph said.

Joseph said the investigation began to pick up momentum as officers began obtaining more and more information confirming the suspect’s likely identity.

He said the officer continued nonstop for several hours to try to find the suspect.

Then, just after 7 a.m., an alert Clearlake Police officer who had just started his shift spotted the suspect vehicle, a 2001 silver Volvo, parked at the Travelodge Clearlake, located at 4775 Old Highway 53, Joseph said.

Numerous Clearlake Police officers from both the graveyard shift as well as dayshift began setting a perimeter around the hotel. Joseph said officers began working with management trying to identify a possible room but learned there was no record of the likely suspect staying at the hotel.

At about 7:12 a.m., the suspect, identified as Madrigal, and an unnamed female friend exited a room located on the west side of the upper floor and confronted officers, Joseph said.

At that point, Madrigal was in possession of a large loaded shotgun resembling the weapon used in the robbery. Joseph said Madrigal began manipulating the weapon as officers began yelling at him to put his hands up.

Instead, Joseph said Madrigal jumped over the upper balcony with the firearm still in his possession and landed on the ground below. Madrigal then began running westbound toward the little league baseball fields.

Madrigal ended up dropping the shotgun and jumped over a chain link fence onto the actual ball fields, Joseph said.

Joseph said officers were in the process of deploying a K-9 to apprehend Madrigal when suddenly Madrigal stopped, took a prone position onto his stomach and surrendered to officers. He was taken into custody without further incident.

Madrigal was charged with several violent felonies to include robbery, kidnapping and being armed in the commission of a felony, and a misdemeanor count of obstruction, Joseph said.

Joseph said Madrigal appeared to still be wearing the same clothes he was wearing during the robbery. Madrigal’s female friend was interviewed and subsequently released without charges.

The bulk of the money stolen was not located, Joseph said.

Madrigal was later booked into the Lake County Jail. Joseph said additional violent felony charges to include assault with a deadly weapon are being sought against Madrigal through the Lake County District Attorney’s Office.

His bail was set at $300,000 and he is due to be arraigned on Thursday, according to jail records.

COBB, Calif. – Cobb Safe 2018, a key community organizing event on Saturday, April 14, will connect local residents with neighbors to collaborate on making our community safe over the coming year.

Cobb Safe will be held from 10 a.m. to 4 p.m. at the Cobb Mountain Elementary School multipurpose room.

There will be presentations from Cal Fire, the South Lake County Fire Protection District, the South Lake County Fire Safe Council and the Lake County Sheriff’s Office.

The event also will include organizing local neighborhoods for mutual aid and assistance in preparing for the upcoming fire season.

The Cobb Area Council is community based, community built, answering to the community. Angela Gross to take oath of office as Upper Lake postmaster

UPPER LAKE, Calif. – On Friday, March 30, Angela Gross will be sworn in as Upper Lake’s new postmaster.

Gross will follow a proud tradition dating back to 1858 when James G. Musick Upper Lake’s first Postmaster took office.

Gross will raise her right hand to take the official oath of office as the new Upper Lake postmaster at a 3:30 p.m. ceremony at the Upper Lake Grange Hall, 9355 Government St, Upper Lake.

Post Office Operations Manager Maria Lane will administer the official oath of office.

Gross began her U.S. Postal Service career in 2012 as a clerk in the Upper Lake Post Office.

Gross quickly got her management experience after a year of working as a clerk when she became the officer in charge, or OIC, of the Upper Lake Post Office in 2014. Over the next few years, she was an OIC before being promoted to postmaster of Upper Lake in January 2018.

Gross is proud to be a representative of the Postal Service and having the opportunity to “serve and better my small tight-knit community.”

She regularly participates in holiday events such as the Holiday Light Parade and Summer Parade.

Gross resides in the neighboring Bachelor Valley in Witter Springs with her husband Kevin Gross and three sons, Dominic, 13, Ethan, 6, and Wyatt, 2.

While she claims her family is her hobby, Gross enjoys reading, watching movies and simply taking time to enjoy the sunshine.

As Upper Lake postmaster, Gross serves a community of 1052 residents and oversees over 1200 rural daily mail deliveries and 658 PO Box deliveries. Gross also manages five employees.

Gross succeeds former Upper Lake Postmaster Kristi Rico.

Personal marijuana cultivation permit applications available in city of Clearlake

CLEARLAKE, Calif. – City officials reported that personal marijuana cultivation permit applications are now available in Clearlake.

Under the Personal Marijuana Cultivation Ordinance No. 197-2017, a permit through the city is required to legally cultivate marijuana for personal use outdoors within the city limits.

Permit applications are available at City Hall and are downloadable from the city’s Web site.

Residents have until April 30 to submit the application to City Hall in order to legally cultivate marijuana for personal use.

There also is a $250 registration fee required to help offset the city’s cost to administer the program.

Selling marijuana cultivated for personal use is illegal and commercial cannabis cultivation requires additional state and local permits.

Proposition 64 allows up to six plants to legally be grown inside a residence. Under the city's ordinance, no more than six plants total are allowed to be grown on a property, whether indoors or outdoors, and a permit is required to cultivate marijuana outdoors for personal use only.

Growing more than six marijuana plants is illegal in the city of Clearlake and citizens who notice more than six plants being grown on a property are encouraged to notify Clearlake Code Enforcement.

“The penalties for not complying with the ordinance are significant, so we hope to work with the community to permit those who want to cultivate legally and crack down on those who do not,” said City Manager Greg Folsom.

REGIONAL: Man who fought with police dies after Taser deployment

NORTH COAST, Calif. – Authorities said an investigation is under way into the death of a man who police took into custody on Wednesday night in Sonoma.

An early Thursday morning report from Sonoma Police Chief Bret Sackett said that at about 9:50 p.m. Wednesday deputies from the Sonoma Police Department and the Sheriff’s Sonoma Valley substation were dispatched to a suspicious person in a mobile home park on Ramon Street in the city of Sonoma.

Several park residents called to report a male subject was yelling, breaking glass and slamming into things, Sackett said.

While deputies were en route, Sackett said other callers reported the subject was naked and punching out decorative street lamps with his bare hands.

The deputies located the subject in the street near the entrance to the park. Sackett said the man was large, naked, noncompliant and moving towards them.

Sacket said the deputies deployed their Tasers and struggled to handcuff him. The subject continued to resist and was placed into maximum restraints in order for the deputies to gain control of him.

The man went into medical distress, so the deputies immediately summoned emergency medical personnel. Sackett said the deputies removed the maximum restraints and began life-saving measures until the medics arrived.

Sackett said the subject was transported to the Sonoma Valley Hospital where he later died.

The name of the suspect is being withheld pending notification of the next of kin, Sackett said.

The deputies involved were placed on administrative leave in accordance with protocol for these types of incidents. Sackett said the name of the deputies will be released at a later time.

Sackett said the Santa Rosa Police Department assumed the lead in the investigation per the Countywide Fatal Incident Protocol.
