Recirculation of DEIR for Environmental Permitting for Operation and Maintenance Project

NOTICE OF Recirculation
of the Draft Environmental Impact Report for the Environmental
Permitting for Operation and Maintenance Project

NOTICE is hereby given that a revised cultural resources section (Section 3.4) of the Draft Environmental Impact Report (DEIR) for the Environmental Permitting for Operation and Maintenance Project has been prepared by the Department of Water Resources (DWR) pursuant to the California Environmental Quality Act (CEQA) and is available for public review.

To assist reviewers in understanding what has changed from Section 3.4 of the DEIR, a summary of the changes to the section is provided in the Introduction section of the revised chapter.

Because only Section 3.4 of the DEIR has been revised, DWR is circulating just this section for public review and comment in accordance with CEQA Guidelines Section 15088.5(c).

Although DWR considers the revisions to reflect only clarifications and amplifications of the January 2017 version of the section in the DEIR, DWR has decided to maximize public participation in the process, and to facilitate ongoing tribal consultations, by recirculating this section as provided in CEQA Guidelines Section 15088.5.

In accordance with CEQA guidelines, DWR requests that reviewers limit their comments to this revised section of the recirculated DEIR.

DWR intends to respond only to: (i) comments received during the initial circulation period that relate to sections of the January 2017 DEIR that were not revised and recirculated, and (ii) comments received during the recirculation period that relate to this section of the DEIR.

If commenters decide to resubmit their previous comments on this section, DWR requests that the commenters highlight those issues of continuing concern in this recirculated draft.

Revised Section 3.4 of DEIR is being circulated for public review and comment for a period of 45 days, starting on September 19, 2017 and ending on November 3, 2017.

A MITIGATED NEGATIVE DECLARATION AND
NOTICE OF PUBLIC HEARING BY
THE LAKE COUNTY PLANNING COMMISSION

NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will consider recommended environmental determinations and hold a public hearing on whether to approve, conditionally approve, or deny the projects described in this notice.

A public hearing to consider the listed projects will be held on Thursday, September 28, 2017, at 9:05 a.m., or as soon thereafter as the business of the Commission will allow in the Board of Supervisors’ Chambers located at 255 N. Forbes Street, Lakeport, California.
