NOTICE INVITING BIDS

The City of Clearlake (“City”) will receive sealed bids for the Demolition of Buildings located at 14525 Lakeshore Drive, at the office of the City Clerk, 14050 Olympic Drive, Clearlake, California 95422, no later than July 8, 2021 @ 3:00pm, at which time or thereafter said bids will be opened and read aloud in the chambers of the City Council of the City of Clearlake, 14050 Olympic Drive, Clearlake, California. Bids received after this time will be returned unopened. Bids shall be valid for 90 calendar days after the bid opening date. Bids must be submitted on the City’s Forms.

A Pre-Bid meeting/walk through is scheduled for June 29th at 10:00 am in Clearlake City Hall Council Chambers. Attendance is not mandatory.

Pursuant to Public Contract Code section 20483, each bid shall be accompanied by the security referred to in the Contract. Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the City in an amount not less than ten percent (10%) of the submitted Total Bid Price. The successful bidder will be required to furnish the City with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California.

Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by City to ensure his performance under the Contract.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the City Clerk’s Office or online at http://www.dir.ca.gov/dlsr. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.

In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the technical specifications or project plans by manufacturer name, brand or model number, unless the City has made findings as specified herein. Complete information for products proposed as equals must be submitted to the City Clerk’s Office for review at least seven (7) working days before the time specified for bid opening in accordance with the bidders instructions contained in the bid package.

Award of Contract: The City shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone by the City. The City reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.

Notice of Intent and Public Hearing to Adopt a Negative Declaration for Housing-related Zoning Code Updates




NOTICE IS HEREBY GIVEN that an Initial Study/Negative Declaration (IS/ND) under the California Environmental Quality Act has been prepared and is available for public review on the proposed Housing-related Zoning Code Updates, described below. 


PROJECT DESCRIPTION: The 2019-2027 Housing Element of the Ukiah General Plan was adopted by the Ukiah City Council on October 23, 2019, and certified by the California Department of Housing and Community Development (HCD) on December 5, 2019. The Housing Element provides a statement of goals, policies, quantified objectives, and scheduled programs for the preservation, improvement, and development of housing for all economic groups. The proposed Housing-related Zoning Code Updates “the Project” enacts five (5) of the Housing Element Implementation Tasks and updates required for compliance with new State laws. 


The Project is subject to CEQA. No specific projects or development is proposed as part of the Housing-related Zoning Code Updates. 


PROJECT LOCATION: The Housing-related Zoning Code Updates include all residential and commercial zoned properties within the City of Ukiah limits. 

PROJECT IMPACTS: The IS/ND prepared for the project has determined that the proposed project will have a less than significant impact on the environment. The project is not located on a listed hazardous waste disposal site compiled pursuant to Government Code Section 65962.5.


REVIEW PERIOD: The public review period for the IS/MND is from Monday, June 7, 2021 through Monday July 5, 2021, at 5:00 p.m. The IS/MND is available for review at the City of Ukiah Community Development Department (address provided below) or online at https://www.cityofukiah.com/ceqa-review/. PUBLIC HEARING DATE/TIME: Wednesday, June 23, 2021, at 6:00 p.m. or soon thereafter. 


LOCATION: This meeting will take place virtually. The link, call-in number and access code will be included on the agenda posted to the City website, www.CityofUkiah.com/meetings/ and at the Civic Center Agenda Board no less than 72 hours prior to the meeting. 


WHAT WILL HAPPEN: The Planning Commission will hold a public hearing to consider all public testimony and consider a recommendation to the City Council of the proposed Ordinance. All interested parties may comment on the project.

CITY OF CLEARLAKE PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that the City of Clearlake will hold a public hearing on Tuesday, June 22nd, 2021, at 6:00 p.m. or soon thereafter in the City Council Chambers at City Hall, 14050 Olympic Drive, Clearlake, CA., to consider the following:

The applicant, Jamie Fielden, is requesting the approval of Appeal AP 2021-01 contesting the decision of the Director of Community Development denying the penultimate application Administrative Use Permit AUP 2021-01. Approval of the appeal by the Planning Commission would authorize the personal use of an oversized garage exceeding the total allowed square footage for an accessory structure (no greater than total square footage of the primary structure: 1600 SF) on their property at 3006 Old Hwy 53. Specifically, the project would accommodate the installation of a new prefabricated metal garage, with electrical capabilities, for non-commercial activity only. Any other agency approvals will be required prior to construction.
