Supervisors to consider continuing Friday office closures, hazardous vegetation abatement ordinance

LAKEPORT, Calif. – The Board of Supervisors will discuss this week a proposal to extend Friday closures to the public in some county offices for another six months and will consider a final reading of an ordinance aimed at enforcing hazardous vegetation abatement.

The board will meet beginning at 10 a.m. Tuesday, March 12, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

In an untimed item, county staff will ask the board to extend a pilot program that closes most county offices located within and surrounding the Lake County Courthouse to the public on Fridays.

The board approved the initial pilot on Aug. 28, as Lake County News has reported.

County Administrative Officer Carol Huchingson’s report to the board noted that the closures initially were granted for those specific offices “due to high employee vacancy rates, generally heavy workloads and disaster impacts.”

The board’s acceptance was based on the closures being allowed for a six-month period to focus on backlogs of work, Huchingson said.

“It was agreed that my office would convene a committee of Department Heads to monitor the effectiveness of the pilot,” according to Huchingson’s report.

“The committee of Department Heads tasked with monitoring met in the initial months, resolved a few minor issues, and determined that there was no further need to meet since the pilot appeared to be working without complications,” Huchingson wrote.

She added, “Since, heavy workloads and employee vacancy rates are essentially unchanged and the pilot appears to be working without complication, staff recommends your Board extend the pilot for another six month period through September 10, 2019, with the exception of June 28, 2019, the last day of the Fiscal Year. Staff will return to your Board on or before September 10, 2019 with an update.”

One of the justifications Huchingson offered for keeping the program in place is that the cities of Clearlake and Lakeport have had similar closures in effect for several years.

In other business, the board will hold a second reading of a proposed ordinance regarding hazardous vegetation abatement. That discussion also is untimed.

CONSENT AGENDA

5.1: Adopt proclamation designating March 14, 2019 as National Agriculture Day in Lake County.

5.2: Adopt proclamation designating the Month of March 2019 as Meals on Wheels Month.

5.3: Adopt resolution pertaining to tax revenue exchange for annexation to Callayomi County Water District (Annexation - LAFCO Project #2019-01).

5.4: Adopt resolution pertaining to tax revenue exchange for annexation to Hidden Valley Lake Community Services District (Annexation – LAFCO Project #2019-02).

5.5: Approve letter to Sen. Mike McGuire to express appreciation for his support of AB 72, to be signed by all five board members.

5.6: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the agreement between the county of Lake and Adventist Health St. Helena and Adventist Health Vallejo for the Fiscal Year 2018-19 for a contract maximum of $125,000; and authorize the board chair to sign the agreement.

5.7: Approve Amendment No. 1 to the agreement between the county of Lake and Clover Valley Guest Home for adult residential support services and specialty mental health services for Fiscal Year 2018-19 for the amount of $92,400 and authorize the board chair to sign the amendment.

5.8: Approve Amendment No. 1 to the agreement between the county of Lake and Davis Guest Home for adult residential support services and specialty mental health services for Fiscal Year 2018-19 for the amount of $133,200 and authorize the board chair to sign the amendment.

5.9: Approve Amendment No. 1 to the agreement between the county of Lake and Kings View Corporation for MIS support services for Fiscal Year 2018-19 in the amount of $73,360 and authorize the board chair to sign the amendment.

5.10: (a) Approve waiver of the 900-hour extra help limitation for extra help district attorney investigator aides Robert McPherson and Billy Newsom; (b) approve waiver of the 900-hour extra help limitation for extra help information tech support tech I Ryan Clair; (c) approve waiver of the 900-hour extra help limitation for extra help office assistant, Myriam Ivette Herrera; and (d) approve waiver of the 900-hour extra help limitation for extra help victim advocate Mariela Soto.

5.11: Approve the award of bid for the Cycle 7 and Cycle 8 Signs and Striping Project, Bid No. 18-22, Federal Aid Project No.'s HSIPL-5914(104) & HSIPL-5914(113) to McGuire Pacific Constructors of Auburn in the amount of $1,239,526 and authorize the chair to execute the notice of award and agreement.

5.12: Authorize long distance travel from April 1 to 3, 2019, for Sheriff Brian Martin to attend a private tour of the El Paso Intelligence Center, or EPIC.

5.13: Approve the 2019/20 Department of Boating and Waterways Financial Aid Program agreement in the amount of $315,312 to fund the Sheriff/Marine Patrol Budget Unit 2205 and authorize the sheriff to sign.

5.14: Approve the Everbridge mass notification user agreement in the amount of $18,207.91 from March 20, 2019, to March 19, 2020, and authorize the chair to sign.

5.15: Adopt resolution amending Resolution No, 2018-132 establishing position allocations for Fiscal Year 2018-2019, Budget Unit No. 2202, Sheriff-Central Dispatch and Budget Unit No 2301, Sheriff-Jail Facilities.

Lakeport Economic Development Advisory Committee meets March 13

LAKEPORT, Calif. – The Lakeport Economic Development Advisory Committee this week will hear a guest presenter on a work experience program and discuss scheduled business walks in the community.

The committee, or LEDAC, will meet from 7:30 to 9 a.m. Wednesday, March 13, at Lakeport City Hall, 225 Park St.

The meeting is open to the public.

LEDAC Chair Wilda Shock said Dan Jenkins, director of the Cooperative Work Experience Education program at Mendocino College, will be the group’s guest presenter at the Wednesday meeting. There also will be followup on the information presented at the January meeting by representatives from employment and training programs.

Shock also said that details of the business walks scheduled for mid-March through mid-May will be presented by the subcommittee that has been meeting regularly to plan for this year’s contacts with the Lakeport business community.

There also will be an update on city projects from Lakeport Community Development Director Kevin Ingram, citizen input and announcements.

LEDAC advocates for a strong and positive Lakeport business community and acts as a conduit between the city and the community for communicating the goals, activities and progress of Lakeport’s economic and business programs.

Members are Chair Wilda Shock and Vice Chair Denise Combs, Candy De Los Santos, Bill Eaton, Melissa Fulton, Pam Harpster, Judith Kanavle, Terre Logsdon, Andy Lucas, Dan Peterson and Panette Talia. City staff who are members include City Manager Margaret Silveira and Community Development Director Kevin Ingram.

Museums of Lake County to open exhibit on sports and recreation

LAKEPORT, Calif. – The Museums of Lake County have announced their newest exhibit, “The Way We Played: Sports and Recreation in Lake County,” opening Saturday, April 6, for the general public with an opening reception the evening of Friday, April 5.

The reception will preview the exhibit, from 5 to 7 p.m. Friday, April 5, and tickets are $10 with a free beverage ticket.

Hosted by the Friends of the Lake County Museum reception admission is free for current members of the Friends of the Lake County Museum.

Light refreshments will be served.

The exhibit, which will continue through Aug. 9, will cover Lake County’s long history as a sports and recreational destination for visitors and locals alike.

Highlights include indigenous stick dice games, the California cricket craze and watersports on the lake.

Visitors will have a chance to play the stick dice game and view vintage footage of some of the amazing watersports on the lake.

This is a family friendly exhibit aimed at all audiences.

The Courthouse Museum is open Wednesday through Saturday from 10 a.m. to 4 p.m., and Sunday from noon to 4 p.m., with a suggested $4 donation for adults, $3 students and seniors and $2 for children.

Blue Ribbon Committee for Clear Lake invites public to field tour and meeting March 13

LAKEPORT, Calif. – The Blue Ribbon Committee for the Rehabilitation of Clear Lake will convene on Wednesday, March 13, with a field tour from 11 a.m. to 12 p.m. and a formal meeting from 1:30 to 5 p.m.

The field tour, at the Konocti Vista Marina, 2755 Mission Rancheria Road in Lakeport, presents the best management practices employed by the Big Valley Band of Pomo Indians to limit runoff and restore native plants.

The tribe’s efforts serve as a model for actions to reduce nutrient input to Clear Lake.

The formal meeting, at the Lakeport City Council Chambers, 225 Park St., will feature a discussion of the duties of a technical subcommittee and the formation of a socioeconomic subcommittee.

These two subcommittees are tasked with forwarding recommendations to the main body of the Blue Ribbon Committee as it develops projects to address the economic and environmental challenges facing Clear Lake and Lake County.

All meetings are open to the public.

Clear Lake State Park Interpretive Association to host Wildflower Brunch Photography Contest

LAKE COUNTY, Calif. – This year as part of its Wildflower Brunch, Clear Lake State Park Interpretive Association will be challenging amateur photographers to show the beauty of Clear Lake State Park.

What better way to enjoy the park’s 565 acres and 11,600 feet of shoreline that was originally donated by Nellie Henderson Dorn and Fred Dorn than to document what each of us sees through our camera.

Everyone has their own appreciation of the park whether it is the beautiful landscapes, animal life, or all the fauna we see throughout the park.

Do you have some great digital images to share with others? Would you like to earn some recognition and prize money? Do you love the beauty of the park and wish to show how you see its beauty?

If you answer yes to any of these questions and you are an amateur photographer with images that have never been published then you need to enter the association’s Wildflower Photography Contest.

The contest is for all ages.

There are three age divisions:

– Adult: 19 years of age and up;
– Senior: 14-18 years of age; and
– Junior: Age 13 and under.

The categories for submission are flora, fauna and nature.

All photographic submissions must be digital with a file size no larger than eight megabytes. You must be an amateur photographer and may use any type of digital camera or scanner.

Photographs must have been taken between Jan. 1, 2017, and April 19, 2019.

Your work will be posted to the association’s Web site at http://www.clearlakestatepark.org/ for viewing and will be displayed at the annual Wildflower Brunch on April 27 at the State Park.

Fifty dollars will be awarded to the best photograph in each division with one hundred dollars going to the best overall photograph.
