SACRAMENTO – The Regional Council of Rural Counties (RCRC) has awarded First District Assemblymember Wesley Chesbro (D-North Coast) and Second District Assemblymember Jim Nielsen (R-Gerber) the Patti Mattingly Award for 2009.


The Patti Mattingly Award is awarded by RCRC to a policymaker who has demonstrated leadership on rural issues and an understanding of the unique challenges that rural communities face.


RCRC recognized Chesbro and Nielsen for working across party lines to forge solutions for rural communities and to prevent Sacramento from balancing the state’s budget problems on the backs of rural counties.


“It is with much appreciation that RCRC selects Assemblyman Chesbro for his important work on behalf of rural counties in the State Assembly,” said Supervisor David Bradshaw of Modoc County, RCRC’s chairperson. “Assemblyman Chesbro’s efforts helped the state’s rural counties meet the challenges of a very difficult 2009 Legislative Session.”


“RCRC member counties cannot thank Assemblyman Chesbro enough,” added Supervisor Dave Finigan of Del Norte County. “He was vital in securing the passage of SB 65, which provided an exemption to counties with a population under 40,000 from experiencing deferrals in state payments. Without passage of this bill, many rural counties could have faced dire fiscal straits.”


RCRC also cited the following actions in 2009 by Assemblyman Chesbro:


  • Author of AB 283, which seeks to enact an extended producer responsibility program to minimize the amount of solid waste handled by local governments and create new, green jobs.

  • Author of AB 754, which seeks to ensure that counties receive federal mental health services funds in an expedited manner.

  • Worked to ensure that any alternative custody/early release of state prisoner proposals contain adequate protocols with counties.

  • Author of AB 648, which seeks to allow rural hospitals to hire physicians directly, thereby allowing for more physicians to practice in rural areas.

  • Worked closely with RCRC staff in the discussions on water policy and opposed legislation to impose a difficult new mandate on rural counties for groundwater monitoring.


RCRC’s Patti Mattingly Award was established in memory of former Supervisor Patti Mattingly of Siskiyou County, who had tremendous courage and commitment and an ability to promote constructive solutions surrounding rural issues. Recipients are selected by the RCRC Board of Directors.


RCRC is an association of 31 rural California counties that advocates before the Legislature, Congress and state and federal government agencies on behalf of rural issues.


Headquartered in Sacramento, RCRC’s governing board is comprised of county supervisors from member counties.

KELSEYVILLE – Delight your sweetheart this Valentine's Day with tickets to the fourth Annual Wine & Chocolate Festival.


The event will be held at Mt. Konocti Growers, 2550 Big Valley Road, Lakeport, from noon to 4 p.m. Saturday, Feb. 13.


This year’s event, a benefit for Lake Family Resource Center, is presented by Kathy Fowler Auto Center, Mt. Konocti Growers, Robinson Rancheria Bingo & Casino, Umpqua Bank and other donors and sponsors.


More than 25 Lake County wineries are participating, and many are pouring multiple premium Lake County wines, including sparkling wines, Syrah, Cabernet Sauvignon, Malbec, Primitivo and ports.


Luscious chocolates have been paired by Certified Sommelier Stephanie Green of Focused on Wine in Kelseyville.


Green, currently pursuing her Masters in Wine sponsored by Gina Gallo, says Wine & Chocolate is one of her favorite local wine events.


“This is a wonderful opportunity for local wineries to present premium wines to a wide audience,” said Green.


In addition to tasting wine an chocolate, entertainment includes raffles, workshops, conversations with winemakers, a new “Name that Grape” contest, and an antique car show (weather permitting).


Participants also will be able to vote on their favorite pairing. Wine Country box lunches will be available for purchase at a nominal charge.


Proceeds from the Wine & Chocolate Festival benefit the programs and services of Lake Family Resource Center.

LAKE COUNTY – The Area Agency on Aging is accepting applications for candidacy in the California Senior Legislature.

Two positions are available: one as a senior Senator and one as a senior Assemblymember, representing both Lake and Mendocino counties.

The California Senior Legislature (CSL) is a nonpartisan, volunteer organization made up of 120 elected members, 60 years of age and older.

The 40 Senior Senators and 80 Senior Assembly Members are elected by their peers to represent seniors throughout the state.

The CSL gives senior citizens the opportunity to become familiar with the legislative process through actual involvement and provides them a forum to present their legislative priorities to the state Legislature.

Each October, the CSL meets in Sacramento to convene a legislative session in the chambers and hearing rooms of the State Capitol.  

Senior legislators seek state lawmakers to author the CSL proposals and then work through the year to ensure adoption of the legislative bills.

Since its inception in 1980, more than 70 percent of the CSL’s priority proposals have been enacted into law.

To be eligible for candidacy, an applicant must be a registered voter residing in Lake or Mendocino County and aged 60 or over on election day, May 13.

LAKEPORT – The Lakeport Library is having a free showing of the Grimm’s Fairy Tale called “The Devil’s Three Golden Hairs” in the Children’s Room from 6 p.m. to 8 p.m. Wednesday, Feb. 17.


Christy Zurcher is hosting the event as part of her senior project.


Zurcher’s career goal is to become a librarian and is working with the library staff on several projects in the library. She is learning book ordering, displays and publicity.


Everyone is invited to attend, but the intended audience is children, younger teens and parents.


Refreshments and free bookmarks will be provided.

LUCERNE – The Lake County Democratic Club will meet at noon Saturday, Feb. 13, at the Lucerne Alpine Senior Center in Lucerne.

WASHINGTON, DC – The IRS Free File service provides free federal income tax return preparation and electronic filing for all taxpayers. All you need is access to a computer and the Internet and you can prepare and e-file your federal tax return for free.

Free File is offered through a partnership between the IRS and the Free File Alliance, a group of private-sector tax software companies. Since Free File's debut in 2003, more than 27 million returns have been prepared and e-filed through this program.

Free File offers two options. The first is Traditional Free File, which includes approximately 20 tax preparation software products from which to choose. Taxpayers with 2009 incomes of $57,000 or less are eligible for this service.

The second option is Free File Fillable Forms, which is an electronic version of IRS paper forms. All taxpayers can use Free File Fillable Forms to prepare and file tax forms electronically.

Use the following steps to file your return through IRS Free File:

Step 1. Get Started Access IRS.gov and click the Free File logo or go to www.irs.gov/freefile . You must access Free File companies through the official IRS Web site to qualify for the free service.

Step 2. Determine Your Eligibility If your 2009 income was $57,000 or less, you're eligible for Traditional Free File's easy-to-use, step-by-step software. If your income was higher, you are eligible for Free File Fillable Forms.

Step 3. Link to Free File Company Service If you opt for Traditional Free File, you can choose one of the approximate 20 offerings by reviewing which one fits your situation. You can click "I Will Choose A Free File Company" or "Help Me Find A Free File Company." To get started with Free File Fillable Forms, just click the "Choose Free File Fillable Forms" button.

Step 4. Prepare and e-file your Federal Income Tax Return Either Traditional Free File or Free File Fillable Forms will allow you to file your return electronically, for free.

Both the fillable-forms option and the "full service" Free File offerings are only available through IRS.gov. Whether you are new to Free File or a returning taxpayer, you must access Free File through IRS.gov; otherwise, the provider may charge a fee.
