CDFA now accepting temporary cannabis licensing applications

SACRAMENTO – The California Department of Food and Agriculture's CalCannabis program has officially launched its online licensing system and is now accepting applications for temporary commercial cannabis licenses for cultivators, nurseries and processors.

The link to the online licensing system can be accessed at https://aca6.accela.com/calcannabis/Welcome.aspx.

The online system allows applicants to easily apply for a temporary commercial cannabis license.

The program is not currently accepting applications for annual licenses, but will in the near future.

Temporary licenses issued by CDFA will be good for 120 days, with the possibility of extensions, if warranted.

New users will be required to register for an account within the online licensing system prior to applying for a temporary license.

CDFA will start issuing temporary licenses that will be effective Jan. 1, 2018. No temporary license will be effective prior to this date.

Temporary licenses will only be issued to applicants with a valid license, permit or other authorization from their local jurisdiction.

North Shore Business Association meets Dec. 20

UPPER LAKE, Calif. – The North Shore Business Association will hold its next meeting on Wednesday, Dec. 20.

The meeting will begin at 7 a.m. at Judy’s Junction, 375 Highway 20 in Upper Lake.

A buffet breakfast will be available.

CDFA accepting concept proposals for 2018 fertilizer research and education program grants

SACRAMENTO, December 15, 2017 – The California Department of Food and Agriculture’s Fertilizer Research and Education Program, or FREP, is currently accepting concept proposals for the 2018 grant cycle.

FREP’s competitive grant program funds research that advances the agronomic and environmental performance of fertilizing materials.

The 2018 request for proposals includes several initiatives put forth by the department to help effectively manage nitrogen fertilizers in agriculture.

This year’s priorities include: identifying and addressing challenges to effective nutrient management practices; filling knowledge gaps in nitrogen management information for specific crops, including baby lettuce, pima cotton, processing tomatoes, walnuts, citrus and deep rooted vegetables; quantification of nitrate movement in deep soil as it relates to management practices; research on the role of soil organic matter and organic input materials in nutrient management; and training, education, and outreach opportunities to efficiently manage irrigation systems and fertilizing materials.

Applicants are invited to submit two-page concept proposals to FREP by Wednesday, Jan. 31, 2018.

Concepts submitted should be aligned with at least one of the identified priority research areas.

Further information on the 2018 FREP request for concept proposals, including timelines, application criteria, priority research areas, and examples of successful proposals are available on the Grant Program web page at www.cdfa.ca.gov/is/ffldrs/frep/CompetitiveGrantProgram.html.

All concept proposals will be reviewed by the Fertilizer Inspection Advisory Board’s Technical Advisory Subcommittee, or TASC. Concept proposals that are selected by the TASC will be invited for development into full project proposals.

Since 1990, FREP has funded more than 200 research projects, investing over 17 million dollars in research and outreach projects focusing on California’s important and environmentally sensitive cropping systems.

State controller unveils sexual harassment prevention proposal to expand training and transparency

SACRAMENTO – California State Controller Betty T. Yee has announced plans to sponsor legislation to help address the prevalence of workplace sexual harassment across economic sectors and the lack of available data on sexual harassment legal settlements paid by the state.

“Women throughout the state, from farmworkers to hotel housekeepers to restaurant line cooks, have shared with me their painful workplace experiences and feelings of powerlessness. Sexual harassment does not just happen in politics or Hollywood,” said Yee, the highest ranking female elected official in state government. “Stamping out this destructive culture starts with giving every person a voice and having all employees in the state’s public and private sectors fully understand what sexual harassment is, how to report it, and the employee’s rights under the law.”

Current law requires all employers with 50 or more employees to provide two hours of sexual harassment prevention training to supervisors.

Controller Yee’s proposal would extend this requirement to employers with five or more employees, and ensure similar training in multiple languages for all rank-and-file workers who could become victims of sexual harassment.

The controller’s proposal also would enhance the California Department of Fair Employment and Housing employee awareness outreach on harassment and discrimination in the workplace, requiring information be available in multiple languages and provided to all employees with a whistleblower hotline and link to a training video on recognizing and reporting harassment.

From 2005 to 2015, the federal Equal Employment Opportunity Commission received about 85,000 sexual harassment complaints.

Of the charges that specified jobs, 14.2 percent came from the accommodation and food service industry, 13.4 percent came from retail trade, and 11.7 percent came from manufacturing.

“The public has a right to transparency and accessibility to know how their tax dollars are spent. Sexual harassment settlements are no exception,” said Yee. “As the state’s chief fiscal officer paying government’s bills, I want to lift the veil of secrecy and level the imbalance of employee knowledge. Simply having information openly available is often the first step.

Currently, the legislature and state government departments, when submitting bills to the state controller for payment, do not key or code the request in a way that allows one to determine if the payment is to settle any lawsuit or harassment claim.

The controller’s legislation would require state government entities to code the request to clearly differentiate settlement claims.

Elected in 2014, Controller Yee is the 10th woman elected to a statewide office in California’s history. As the chief fiscal officer of California, Controller Yee is responsible for accountability and disbursement of the state’s financial resources.

The controller also safeguards many types of property until claimed by the rightful owners, and has independent auditing authority over government agencies that spend state funds.
