$225 million agreement to boost semiconductor manufacturing in California

On Friday, U.S. Senator Alex Padilla (D-Calif.) applauded the Biden Administration’s announcement that the U.S. Department of Commerce and Bosch have signed a non-binding preliminary memorandum of terms, or PMT, to provide up to $225 million in direct funding for their Roseville, California manufacturing facility.

The proposed investment from the CHIPS and Science Act would support Bosch’s planned investment of $1.9 billion to transform its Roseville manufacturing facility for production of silicon carbide, or SiC, power semiconductors, which would significantly increase the company’s production capacity.

“California continues to pave the way in developing cutting-edge semiconductor manufacturing solutions that protect America’s global technology leadership and uplift our state’s innovation economy,” said Sen. Padilla. “This investment from the CHIPS and Science Act in Bosch’s Roseville manufacturing facility will substantially boost U.S. silicon carbide chip production, helping decarbonize our automotive industry while bringing 1,700 good-paying jobs to California.”

“One of the core missions of the bipartisan CHIPS and Science Act is to make targeted investments across every part of the semiconductor industry to accelerate innovation and advance U.S. technology leadership,” said U.S. Secretary of Commerce Gina Raimondo. “SiC chips are important components for applications in the automotive, telecommunications, and defense industries because they utilize less energy, and with this proposed investment, we are taking another important step in fulfilling that priority to ensure our supply chains are more secure while creating over a thousand anticipated jobs in the process.”

“The Roseville investment enables Bosch to locally produce silicon carbide semiconductors, supporting U.S. consumers on the path to electrification,” said Paul Thomas, president of Bosch in North America and Bosch Mobility Americas. “Producing this key technology in the U.S. underscores our leadership in the mobility market.”

Bosch is a leading tier 1 automotive supplier, including trench gate SiC semiconductors, which are important for enhancing the efficiency of both zero-emission vehicle driving and charging capabilities.

When at full capacity, this proposed project is expected to produce the majority of Bosch’s SiC semiconductors and could comprise more than 40 percent of all U.S.-based SiC device manufacturing capacity.

Bosch expects to produce its first chips on 200-millimeter wafers in its Roseville facility starting in 2026. The facility will perform both front-end device manufacturing and backend testing, sorting, and dicing processes.

This investment is expected to create up to 1,000 construction jobs and up to 700 manufacturing, engineering, and research and development jobs in California. Bosch has committed to providing affordable and high-quality child care to company employees and construction workers at the Roseville site.

For the purposes of construction for this project, Bosch will operate under a project labor agreement with the Sacramento-Sierra Building and Construction Trades Council.

Bosch has indicated it plans to claim the Department of the Treasury’s Advanced Manufacturing Investment Credit, or CHIPS ITC, which is 25 percent of qualified capital expenditures. In addition to the proposed direct funding of up to $225 million, the CHIPS Program Office would make approximately $350 million in proposed loans — which is a part of the $75 billion in loan authority provided by the CHIPS and Science Act — available to Bosch under the PMT.

Last month, Padilla applauded the Department of Commerce’s announcement that the CHIPS for America Design and Collaboration Facility (DCF), the official headquarters of the National Semiconductor Technology Center (NSTC), will be established in Sunnyvale, California. The announcement came after Padilla, former Senator Laphonza Butler, Representative Zoe Lofgren (D-Calif.-18), and Representative Doris Matsui (D-Calif.-07) led the entire California Democratic delegation in urging Secretary of Commerce Gina Raimondo to establish the NSTC headquarters in California.

Earlier this year, Padilla and Governor Gavin Newsom issued a statement rebuking the CHIPS Program Office’s (CPO) cancellation of the third CHIPS Act Notice of Funding Opportunity for advanced commercial research and development facilities in the United States.

In 2022, Senator Padilla and Senator Reverend Raphael Warnock (D-Ga.) sent a letter urging Senate leadership to support provisions in the final version of the United States Innovation and Competition Act that would require semiconductor companies receiving federal assistance for research, design, and manufacturing to invest in a more diverse workforce and improve procurement from minority-, veteran-, and women-owned businesses.

Padilla and Warnock applauded the passage of one of these provisions through the Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act later that year.

California Farm Bureau elects three new board members

Three new members joined the California Farm Bureau Board of Directors, and another seven were re-elected, during the organization’s 106th Annual Meeting in Monterey.

Richard Schmid, a beekeeper from Homeland, replaces Scott Hudson in serving District 2, representing Farm Bureau members in Inyo-Mono, Riverside and San Bernardino counties. Schmid is the past president and a longtime member of Riverside County Farm Bureau. He has served on the California Farm Bureau Rural Health and Safety Committee for many years.

Steve Kafka, a forester from Avery, replaces Paul Sanguinetti in serving District 12, representing Farm Bureau members in Calaveras and San Joaquin counties. Kafka is a graduate of Leadership Farm Bureau, a longtime member and chairman of the Forestry/Public Lands Committee, and past president and a longtime board member of Calaveras County Farm Bureau.

Martin Spannaus, a hay farmer and cattle rancher from Corning, replaces Jim Morris in serving District 20, representing Farm Bureau members in Shasta, Siskiyou, Tehama and Trinity counties. He is a past president and current board member of Tehama County Farm Bureau.

Each will serve two-year terms.

Daniel Jones of Dixon was elected to a one-year term as chair of the Young Farmers & Ranchers State Committee. He is a member of the American Farm Bureau YF&R Committee, a Leadership Farm Bureau graduate and a member of Solano County Farm Bureau. He works full time as an insurance adjuster and raises cattle, almonds, hay and olives.

Re-elected to two-year terms on the California Farm Bureau board were Kevin Merrill of Los Alamos in District 4 (Santa Barbara and Ventura counties); Roger Everett of Porterville in District 6 (Tulare County); April England of Hollister in District 8 (Monterey, San Benito and San Luis Obispo counties); Jan Garrod of Saratoga in District 10 (Santa Clara, Santa Cruz, San Francisco and San Mateo counties); Joe Fischer of Auburn in District 14 (Amador, El Dorado, Placer and Sacramento counties); Garrett Driver of Woodland in District 16 (Colusa, Glenn and Yolo counties); and Daniel Suenram of Kelseyville in District 18 (Lake and Mendocino counties).

California Farm Bureau President Shannon Douglass and First Vice President Shaun Crook were elected to serve as delegates at next month’s American Farm Bureau Federation Annual Convention in San Antonio. Second Vice President Ron Peterson and Mary Lou Coffelt of Hollister, San Benito County, were elected to serve as alternate delegates.

The California Farm Bureau works to protect family farms and ranches on behalf of more than 26,000 members statewide and as part of a nationwide network of 5.8 million Farm Bureau members.

ABC asks licensees and the public to work together to prevent DUIs this Thanksgiving weekend

The Department of Alcoholic Beverage Control, or ABC, encourages ABC licensees to check identifications closely to prevent underage drinking during Thanksgiving weekend.

ABC also wants to remind the public to have a plan in place for a sober driver to get everyone home safely.

ABC is partnering with the California Office of Traffic Safety and National Highway Traffic Safety Administration, or NHTSA, to help keep communities safe through the holiday season.

ABC strongly advises people to remember to designate a sober driver, and to use public transportation or a ride-hailing service.

“We want Californians to be safe this holiday season,” said ABC Director Joseph McCullough. “ABC licensees play a vital role in protecting our communities by carefully checking IDs and preventing customers from being over-served.”

The department will be utilizing education and prevention programs, and enforcement where necessary in collaboration with local law enforcement, licensed establishments, and community stakeholders to help make the holiday season as safe as possible.

Thanksgiving enforcement efforts are funded by a grant from OTS through the NHTSA.

Fraudsters impersonating financial institutions locally and nationwide

NORTH COAST, Calif. — Savings Bank of Mendocino County is alerting the community about scam phone calls from fraudsters impersonating Bank employees.

The fraudsters are “spoofing” the bank’s phone number, in other words, the scammers are using deceptive technology that makes it seem like those calls are coming from the bank by deliberately falsifying the caller ID to disguise their identity.

This scam is targeting customers of many different financial institutions locally and coast to coast.

“We cannot emphasize enough how important it is to NOT give out your personal identifying information over the phone, by text, or email,” said Stacy Starkey, Savings Bank president and CEO. “The bank will never contact you to ask you for that information.”

In recent attempts, the fraudsters are informing the person that they are calling that their account has been the target of fraud and asking them to verify their debit card number, PIN and requests them to verify personal information.

The fraudster will use that information to contact the bank to attempt to impersonate the customer and attempt to gain access to the customer’s accounts to initiate large debit card transactions.

Remember, the bank will never contact customers and ask them to verify a debit card number, PIN or account information.

Savings Bank is advising that if you do receive an unsolicited phone call, text message or email from someone claiming to be from your bank, hang up and call your bank immediately using the phone number on your bank statement, not caller ID.

Your financial security is our top priority. To further protect our customers, Savings Bank has placed increased restrictions on debit card transactions. To reduce your risk, customers are urged to insert their chip card at the checkout terminal when making purchases.
