Valeria Bilar: Minor use permit for front yard setback reduction

NOTICE OF INTENT TO ADOPT A CATEGORICAL EXEMPTION
AND NOTICE OF PROPOSED MINOR USE PERMIT
BY THE LAKE COUNTY ZONING ADMINISTRATOR 


NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator of the County of Lake, State of California, will consider approving Minor Use Permit 16-35 with no public hearing if no written request for a public hearing is submitted by 5:00 P.M., January 3, 2017 at the Community Development Department, Courthouse, 255 N. Forbes St., Lakeport, California. 

Should a timely request for hearing be filed, a public hearing will be held on January 11, 2017 at 2:00 p.m. in Conference Room C, 3rd Floor of the Courthouse.

Minor Use Permit 16-35: The property is located at 8989 Fairway Dr., Kelseyville, APN 430-212-04.

The property owner, Valeria Bilar, has requested approval of this permit in accordance with Lake County Code to allow a 25 percent reduction of the required front yard setback from 20 feet to 15 feet to accommodate a deck in the front yard. Operations begin on national forest's Hardin timber sale

MENDOCINO NATIONAL FOREST, Calif. – Operations have started on the Hardin timber sale approximately 14 miles northwest of Elk Creek.

Forest officials said hauling could begin next week, depending on the weather.

Timber will be hauled from the Hardin Ridge area on the 22N47 Road, to the 22N21 Road, to FH 7, to the 21N299 Road, to the 21N07 Road, back to FH7 at the end of the pavement and then down the FH7 to the valley. 

Approximately four to eight truckloads a day are expected to exit the sale area. Truck traffic and active felling signs are posted. Please drive with caution on all forest roads and watch for trucks in this vicinity.

Community members gather for vigil

121616electorvigilLAKEPORT, Calif. – Several dozen community members participated in a vigil last week at the Lake County Courthouse in Lakeport.

The candlelight vigil took place on Dec. 16, ahead of the Dec. 19 voting by the Electoral College, which confirmed the Nov. 8 election of President-elect Donald Trump. It was meant to support electors voting for a “compromise candidate” instead of Trump.

About 50 concerned citizens met during the chilly evening for the vigil and sang songs for about an hour, according to Saro Deacon, an event organizer.

Caltrans issues update on major roadwork through Dec. 29

NORTH COAST, Calif. – Caltrans reports that the following road projects will be taking place around Lake County and the North Coast during the coming week.

Included are Mendocino County projects that may impact Lake County commuters.

In observance of the Christmas holiday, Caltrans crews and contractors will not be performing any activity on state highways that would include lane closures Saturday, Dec. 24, through Monday, Dec. 26. However, Caltrans will respond to emergency situations with traffic control as required.

The agency wishes Californians a happy, healthy and safe holiday season.

LAKE COUNTY

Highway 20

– Pavement repairs from Sayre Avenue to Glenhaven Drive will continue. One-way traffic control will be in effect from 7 a.m. to 6 p.m. weekdays. Motorists should anticipate five-minute delays.

– PG&E has been granted a Caltrans Encroachment Permit for utility repairs near Second Street on Thursday, Dec. 29. One-way traffic control will be in effect from 9 a.m. to 2 p.m. Motorists should anticipate five-minute delays.

– PG&E has been granted a Caltrans Encroachment Permit for utility repairs near Keys Boulevard on Wednesday, Dec. 28. One-way traffic control will be in effect from 9 a.m. to 3 p.m. Motorists should anticipate five-minute delays.

Highway 29
 
– Valley fire recovery work from the Lake/Napa County line to Hidden Valley will continue. One-way traffic control will be in effect from 7 a.m. to 5 p.m. weekdays. Motorists should anticipate five-minute delays.

Highway 175
 
– Valley fire recovery work from the junction of Routes 29/175 in Middletown to Loch Lomond will continue. One-way traffic control will be in effect from 7 a.m. to 5 p.m. weekdays. Motorists should anticipate five-minute delays.
 
MENDOCINO COUNTY

Highway 1

– PG&E has been granted a Caltrans Encroachment Permit for utility repairs near Andiron Road on Thursday, Dec. 29. One-way traffic control will be in effect from 9 a.m. to 3 p.m. Motorists should anticipate five-minute delays.

Highway 20

– Pavement repairs from the North Calpella Overcrossing to Road 260 will continue. One-way traffic control will be in effect overnight from 7 a.m. to 5 p.m. weekdays. Motorists should anticipate 20-minute delays.
 
– Pavement repairs near the Lake County Line will continue through Friday, Dec. 23. One-way traffic control will be in effect from 8 a.m. to 5 p.m., weekdays. Motorists should anticipate 15-minute delays.

Highway 101

– Routine maintenance near Frog Woman Rock will continue. Northbound traffic will be restricted to one lane 24 hours per day, seven days per week. Motorists should anticipate minor traffic slowdowns.

– Emergency slide repairs just south of Standish-Hickey State Park will continue. One-way traffic control with a temporary signal will be in effect 24 hours per day, seven days per week. Motorists should anticipate five-minute delays.

– Emergency slide removal work will continue. A full highway closure will be in effect with a detour onto State Route 271. Motorists should anticipate 10-minute delays as they navigate the detour.

Highway 162
 
– PG&E has been granted a Caltrans Encroachment Permit to perform utility work near the Town Creek Bridge through Friday, Dec. 23. One-way traffic control will be in effect from 9 a.m. to 4 p.m. Motorists should anticipate five-minute delays.

The Caltrans Traffic Operations Office has reviewed each project and determined that individual project delays are expected to be less than the statewide policy maximum of 30 minutes, unless noted otherwise above.

Lucerne man dies in Wednesday crash

NICE, Calif. – A two-vehicle crash on the Nice-Lucerne Cutoff on Wednesday afternoon claimed the life of a Lucerne man and injured a woman.

The California Highway Patrol said the crash occurred at 1:45 p.m. on the Nice-Lucerne Cutoff east of Westlake Drive.

Two vehicles were involved: a 2001 Dodge driven by a 63-year-old Lakeport man, and a 2000 Toyota, driven by the 65-year-old Lucerne man who died, who was accompanied by a 60-year-old woman who also is from Lucerne. The CHP did not release any of the names of those involved on Wednesday.

The CHP report said the Lakeport man in the Dodge was driving westbound while the Toyota was heading eastbound.

For reasons that the CHP said are still being determined, the Dodge's driver allowed his vehicle to drift off the right side of the road.

He overcorrected and turned back to the left, crossing the double-yellow lines, and hit the Toyota broadside, which caused the Toyota to overturn, the CHP said.

The Toyota's driver sustained major injuries and died at the scene, according to the CHP. His passenger suffered major injuries and was flown to a regional trauma center by an air ambulance.

The Dodge's driver did not sustain any injuries, the CHP said.

The CHP said all three people involved in the crash were wearing their safety belts.

Investigators have so far determined that neither alcohol nor drugs were factors in the wreck, the CHP said.

Correction: California Highway Patrol has corrected its original report, which said that the driver of the Dodge was a woman. The driver was, in fact, a man.

McGuire earns major Senate committee assignments, continues in Senate leadership role

NORTH COAST, Calif. – State Sen. Mike McGuire has been appointed by Senate President Pro Tem Kevin de León to several influential committee assignments to kick off the 2017-2018 legislative year.

McGuire's district includes Lake County.

He will take over as chair of the Governance and Finance Committee, which is responsible for hearing all legislation related to state and local government and special district revenue, taxes, all land use and development policy. The committee is considered one of the busiest in the Senate.

He also was appointed to the powerful Budget and Fiscal Review Committee and the Budget Subcommittee on Resources, Environmental Protection, Energy and Transportation.

This budget subcommittee oversees the budgets of major state agencies and initiatives including the Department of Fish and Wildlife, Caltrans, Department of Water Resources, and the California Public Utilities Commission.

Sen. McGuire also will be continuing his role in Democratic Party leadership as vice chair of the Senate Democratic Caucus, as a member of the Energy, Utilities and Communications Committee, and will serve on the Transportation and Housing Committee.

“I am honored to be chosen by Pro Tem de León to serve in these leadership roles. These committee assignments will be great for the North Coast and I’ll be working every day to deliver for the unique communities that make Northern California so great,” McGuire said.

“I’m also pleased to be serving on the budget committee, especially now, when we need to stand strong for California’s priorities and values,” McGuire added.
