Notice of election for Northshore Fire Protection District special tax measure ‘E’

NOTICE OF ELECTION AND DATE FIXED FOR SUBMITTING ARGUMENTS
FOR OR AGAINST NORTHSHORE FIRE PROTECTION DISTRICT’S SPECIAL TAX
MEASURE “E” TO BE VOTED ON AT A SPECIAL ELECTION ON APRIL 10, 2018


NOTICE IS HEREBY GIVEN to the qualified electors of the Northshore Fire Protection District (the "District"), that in accordance with applicable law, the Board of Directors of the District has called a Special Election to held on Tuesday, April 10, 2018. The polls will be open between the hours of 7:00 am to 8:00 pm on Election Day; at which election there will be submitted to the voters the question of imposing a special tax pursuant to Government Code section 53978 for fire protection and prevention services. The abbreviated statement of the measure to appear on the ballot is as follows:

“Shall Northshore Fire (NFPD), by Ordinance, repeal the existing special tax for (1996) Lucerne, Nice and Upper Lake Fire, and (2004) Clearlake Oaks Fire, replacing it with a special property tax to be approved by voters to fund the continuation of locally controlled and operated advanced life support ambulance within the NFPD. This would amount to $4.00 per benefit unit per year, and a corresponding increase in the District’s spending limit be approved?”

If two-thirds (2/3) of the qualified electors of the District voting on District Measure “E” vote “YES”, then the District’s Ordinance No. 2017-001 will be become effective for the 2018/2019 fiscal year for parcels with the lien date of January 1, 2018.

Arguments for and against District Measure “E” must be typed and submitted to the Lake County Registrar of Voters (263-2372), Courthouse-Room 209, 255 N Forbes Street, Lakeport, no later than 5:00 p.m. on Wednesday, January 24, 2018. Written arguments may be submitted by the Board of Directors of the Northshore Fire Protection District or any member or members of the board, or any individual voter who is eligible to vote on the measure, or bona fide association of citizens, or any combination of such voters and associations may file a written argument for or against any district measure. No argument shall exceed 300 words in length. No more than five signatures shall appear with any argument. All arguments must be accompanied by the “Statement That Argument Is True And Correct” as required by Section 9600 of the CA Elections Code provided by the Registrar of Voters office, stating the printed name and signature or printed names and signatures of the person or persons submitting it or, if submitted on behalf of an organization, the name of the organization and the printed name and signature of at least one of its principal officers.  

Only one argument for and one argument against District Measure “E” shall be selected for printing and distribution with the sample ballots. Author(s) of a selected argument may prepare and submit a rebuttal argument not exceeding 250 words to the Lake County Registrar of Voters no later than 5:00 p.m. on Tuesday, January 30, 2018. The Registrar of Voters will notify the author(s) of selected arguments in writing of the procedure to submit a rebuttal argument.
