“Although state revenues have improved because of the underlying strength of California’s business climate, we’re not out of the woods yet – not even close,” Brown said. “Cutbacks in boards, commissions and other state services will continue as we work towards a truly balanced budget.”
The Unemployment Insurance Appeals Board is a quasijudicial agency created to hold hearings on disputed unemployment and disability determinations and tax-liability assessments made by the Employment Development Department.
There are seven members on the Appeals Board: five appointed by the Governor and one each from the Senate Rules Committee and Speaker of the Assembly.
The annual salary of board members is $128,109 and the chair receives $132,179 per year. The Appeals Board met 14 times in 2010 and is scheduled to meet 16 times in 2011.
The governor’s proposal, which will be included in the May Revise of the budget, calls for the Appeals Board to be eliminated by June 30, 2012, and will save up to $1.2 million in salary and travel costs.
Brown plans to continue closely examining the structure of state government and the utility of state boards and commissions.
Earlier this week, the governor announced a long overdue plan to merge the state’s two personnel agencies – the State Personnel Board (SPB) and the Department of Personnel Administration (DPA) – into a single California Department of Human Resources (CalHR). When implemented, this plan will save at least $5.8 million.
Since taking office, Brown cut spending in own office by more than 25 percent and ordered state agencies and departments to halt all nonessential state employee travel; recover millions of dollars in uncollected salary and travel advances; stop spending taxpayer dollars on free giveaway and gift items; cut state cell phones and the passenger vehicle fleet in half; and freeze hiring across state government.

Sandra Schubert has been appointed by Gov. Jerry Brown as undersecretary and James Houston has been appointed by the governor as deputy secretary for legislation and public engagement.
Schubert most recently was an attorney in private practice serving as a consultant on political, communications and legal issues.
She has been an adjunct law professor at Georgetown University and has more than a decade of experience in the political arena in Washington D.C., including staff positions for Senator Barbara Boxer and Senate Democratic Leader Harry Reid of Nevada.
Houston has worked for the California Assembly and has served as a representative for the Sacramento-based BGS Group since 2004. He received a law degree from Mc George School of Law in 2009.
“These are two people with talent and experience that will be of great benefit to CDFA and the people of California,” said Secretary Ross. “Sandra Schubert has invaluable experience on Capitol Hill that will be key as we begin work on the next federal farm bill. And Jim Houston brings state legislative experience and knowledge of the issues that will serve us well as we continue our essential work with the legislature. We look forward to major contributions from each of them.”

The May edition of the Economic Perspective, produced by BOE research staff, summarizes that, “Internet sales are highly concentrated in large sellers. These online sales and their associated use tax payments vary greatly according to household income group.”
Use tax is the equivalent of sales tax and applies to purchases from retailers who are not required to report and pay sales or use tax in California.
Out-of-state Internet sellers (or other out-of-state retailers) that do not have any physical presence in California are not required to collect California tax.
Therefore, individuals or businesses that purchase items from out-of-state retailers that do not collect California tax are required to pay the use tax directly to the state.
“This report documents the growth and diversity of online retailing, as well as the low rate of tax compliance in this area,” said Board Member Yee. “It further illustrates the state’s need for additional tools to collect use tax from online retailers on the same terms as local, 'brick and mortar' outlets."
The BOE report released points to many factors related to Internet sales:
The top 10 ecommerce firms of the top 500 largest retail websites, ranked by annual sales, account for 48 percent of all ecommerce sales made.
Sales made by ecommerce retailers average about $660 per U.S. household with an Internet connection.
The average sale is $210 per transaction.
Households with incomes between $60,000 and $100,000 account for about one third of all Top 500 ecommerce retailers’ sales.
Households with greater than $100,000 incomes account for 27 percent of purchases.
Low income households spend proportionately similar percentages of their incomes online as middle and upper middle class households (about 1.5 percent).
The highest income group spends proportionately much less of their income online (0.6 percent).
Taxpayers are paying an average of about 1.4 percent of the total use tax liabilities they owe.
High income taxpayers paid an average of four percent of their liabilities.
Compliance is less than one percent of liabilities for all household income groups other than the highest earning group
BOE’s most recent estimate is that about $1.1 billion in use tax due goes uncollected each year.
The Economic Perspective newsletter is a quarterly publication produced by the BOE that looks at economic factors of interest or that influence California economic activity.
