SACRAMENTO – California revenues of nearly $6.34 billion for October missed projections in the 2016‑17 Budget Act that Gov. Jerry Brown signed in June, off by $330.5 million or 5.0 percent, State Controller Betty T. Yee reported this week.
The fiscal year-to-date total of $30.89 billion in revenues is now 1.1 percent below estimates.
October personal income tax (PIT) receipts of more than $5.13 billion fell short of budget projections by $176.7 million, or 3.3 percent.
Four months into the new fiscal year, California has collected total PIT receipts of more than $21.45 billion, topping estimates by just $1.1 million.
Corporation taxes came in at $240.3 million for October, which was $4.2 million higher than anticipated.
For the first four months of the fiscal year, total corporation tax receipts of $1.56 billion are $261.3 million less than predicted in the 2016-17 Budget Act – a shortfall of 14.3 percent.
Retail sales and use tax receipts of $882.7 million missed expectations by $139.1 million, a shortfall of 13.6 percent.
For the fiscal year-to-date, sales tax receipts of nearly $6.82 billion are $164.9 million under estimates, or 2.4 percent.
The state ended the month of October with unused borrowable resources of nearly $22.48 billion, which was $2.11 billion more than predicted in the 2016-17 Budget Act.
Outstanding loans of $15.74 billion were $253.9 million more than projected. This loan balance consists of borrowing from the state’s internal special funds.

LUCERNE, Calif. – Christine Janette Williams of Lucerne was officially put to rest and reunited with her beloved mother Harriet Collins and fiancé Doug Quiet on Oct. 28, 2016.
Beloved mother, adored baby sister and friend to everyone whose lives she entered. She was a fun, witty and unselfish woman and she will be tremendously missed.
She is survived by her daughters, Nicole and Heather Blank, and eight siblings.
She will live on in our memories and walk with us in all our endeavours until we join her in her final resting place.

NORTHERN CALIFORNIA – Frank Allen Spencer passed away peacefully with his wife, Aretta, and four daughters, Kimberly, Tamara, Katherine and Allison, by his side on Oct. 13, 2016.
He is also survived by his grandchildren, Amber, Brett, Brady, Callen, Alyvia, Kaliann, Mateo, Brian Jr.; great-grandchildren, Kalub, Emoni and Caprice; step-children, William and Jennifer; step-grandchildren, Makenna, Madison, William V and Lokelani. He was preceded by his parents, Dave and Irma Spencer.
Frank touched many lives and he will be greatly missed by all.

NICE, Calif. – Linda S. Howe passed away at home in Nice on Oct. 13, 2016, at the age of 63.
Linda is predeceased by her mother, Weltha (Jacque) Wieland and her father, James H. Howe. She is remembered by her sister, Diane Howe; nephew, Eric Dinger; and niece, Michelle Dinger Crandall.
Linda was born in San Francisco on March 28, 1953. She graduated from Redwood High School in Larkspur in 1971. She worked as a bookkeeper for several companies in the Bay Area.
Linda enjoyed cooking, spending time with friends and her loving companion Gabrielle (Gaby), her Shih Tzu.

Congratulations to the winners of the 2016 Lake County General Election.
I applaud the efforts of the District 1 and District 4 candidates for supervisor and all the candidates who ran for city council seats in Lakeport and in Clearlake.
Speaking from personal experience, running for office is a huge undertaking; I appreciate and admire the willingness of each candidate to serve our Lake County communities.
In District 1, I'd like to congratulate and thank my opponent, Moke Simon, for running a positive campaign.
Although the Nov. 8 election results are not yet final, my opponent was the top vote-getter on Election Day. Congratulations.
I also wish to thank my family, friends, Lake County residents, business organizations and the Lake County agriculture community for supporting my candidacy. It has been truly humbling to earn the support of so many people.

NORTHERN CALIFORNIA – A well-known Lake County Realtor has died after being attacked with a knife by her grandson at her daughter's Bay Area home.
Joan Lila Lininger, 85, of Lakeport, was mortally wounded in the Wednesday night incident and her 35-year-old grandson, Tyler Benjamin Haskell, later taken into custody, according to Livermore Police Department spokesman Officer Ryan Sanchez.
The Livermore Police Department reported that shortly after 7:30 p.m. Wednesday officers responded to the 5300 block of Hillflower Drive for a report of an assault with a deadly weapon.
Sanchez said the assault occurred at the home of Lininger's daughter, 62-year-old Karla Haskell.
When officers arrived at Karla Haskell's home, they found both her and her mother with stab wounds. Before their arrival, Tyler Haskell had fled the scene, police said.
Based on the preliminary investigation, police said Tyler Haskell stabbed his mother and grandmother with a kitchen knife. Lininger died but Karla Haskell had non-life threatening injuries.
Following a search of the area, police officers found Tyler Haskell approximately one mile away from his mother's home in the 1300 block of North Vasco Road and arrested him without incident shortly after 8 p.m., officials reported.
As for why Tyler Haskell attacked his mother and grandmother, Sanchez said the motive is unknown. However, police said Tyler Haskell suffers from various mental illnesses.
Haskell was arrested for first-degree murder and assault with a deadly weapon, and booked into the Santa Rita Jail in Dublin on Thursday morning. He is being held without bail, according to jail records.
Sanchez said Haskell has not yet been formally charged.
Due to the Veterans Day holiday, “He more than likely will not be charged until Monday,” Sanchez said.
Jail booking records showed that Haskell is due to be arraigned in court on Monday afternoon.
Lininger worked as a Realtor in Lake County for nearly 25 and had recently retired, according to Scott Knickmeyer, the association executive of the Lake County Association of Realtors.
“She was with City Center Realty and was well respected and well liked throughout the Lake County real estate community,” said Knickmeyer.
He added, “We are all shocked and saddened by this news. She will be greatly missed.”
Lininger was born in San Francisco and had lived in Lake County since 1970, according to her profile on the City Center Web site.
Before becoming a Realtor, Lininger had owned and operated Scotts Valley Nursery for 18 years with her husband, Bob. She received her real estate license in 1992 and she and her husband sold the nursery business in 1994.
Bob Lininger died on Oct. 3.
Joan Lininger is survived by four daughters, and many grandchildren and great-grandchildren.
