LAKE COUNTY, Calif. – The Clearlake City Council will hold a special meeting to consider the approval of a contract for a roundabout project and three agreements with city employee groups.
The council will meet beginning at 5 p.m. Wednesday, July 1, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

The meeting will be broadcast live on the city's YouTube channel or the Lake County PEGTV YouTube Channel.
Community members also can participate via Zoom. The pass code is 260377.
The public will not be allowed to provide verbal comment during the meeting if attending via Zoom. The public can submit comments in writing for City Council consideration by commenting via the Q&A function in the Zoom platform or by sending comments to the Administrative Services Director/City Clerk at mswanson@clearlake.ca.us. To give the City Council adequate time to review your comments, you must submit your written emailed comments prior to 4 p.m. on the day of the meeting.
The council’s lead item of business on Wednesday will be the award of the contract for the Dam Road roundabout project.
City Construction Project Manager Trystan Hayes’ report to the council asks for approval to authorize City Manager Alan Flora to enter into a contract with Ghilotti Construction for the roundabout project.
Hayes said the city solicited bids for the project beginning on March 13, ultimately receiving three that were opened on May 7.
Ghilotti Construction submitted the lowest bid, $2,698,550.69, followed by Granite Construction, $2,869,342, and Argonaut Constructors, $3,107,025.50, Hayes said.
“The City would like to award the contract to the lowest responsible bidder, Ghilotti Construction,” Hayes wrote.
Along with the bid amount, staff is asking for Flora to be able to approve up to 10% for additional unforeseen contract amendments.
In other business, the council will consider adopting memoranda of understanding with three employee groups: the Clearlake Municipal Employees Association, the Clearlake Police Officer Association and the Clearlake Middle Management Association.
If approved, the agreements will be in effect from July 1, 2026, to June 30, 2027.
