Clearlake City Council to discuss sewage spill, budget, city treasurer position

LAKE COUNTY, Calif. – The Clearlake City Council is set to get an update on the ongoing recovery effort for a massive sewage spill, and will discuss a budget amendment and a possible ballot measure regarding changes to the city treasurer position.

The council will meet for a budget workshop at 5 p.m. before the regular meeting begins at 6 p.m. Thursday, Feb. 19, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

The public will not be allowed to provide verbal comment during the meeting if attending via Zoom. The public can submit comments in writing for City Council consideration by commenting via the Q&A function in the Zoom platform or by sending comments to the Administrative Services Director/City Clerk at mswanson@clearlake.ca.us. To give the City Council adequate time to review your comments, you must submit your written emailed comments prior to 4 p.m. on the day of the meeting.

Items of business on the council agenda Thursday include an update on the Robin Lane sewer spill, which occurred over a nearly 38-hour period beginning on Jan. 11 and released an estimated 2.9 million gallons of raw sewage. 

While the sewer system is run by the county, the city, in unified command with the Lake County Sheriff’s Office of Emergency Services has taken the lead on guiding the recovery effort.

The council on Thursday will consider adopting the first amendment to the fiscal year 2025-26 budget to cover mid-year adjustments.

In other business, the staff and council will discuss transitioning the city treasurer from an elected to an appointed position through a proposed measure for the November 2026 election.

The position is filled by staff and has not been filled permanently by an elected treasurer dedicated to the position since 2006. 

Council members also will consider authorizing City Manager Alan Flora to execute a contract with the lowest bidder for the demolition of structures and abatement of properties located at 16303 22nd Ave., 3162 Ninth ST., 5875 Huron Ave., 4740 W. 40th Ave., 4788 W. 40th Ave., 4771 W. 40th Ave., 3385 12th St., 3861 Manchester Ave., 5723 Cottage Ave., 16118 17th Ave., 14241 Sonoma Way and 16392 32nd Ave.

On the meeting’s consent agenda — items that are considered routine in nature and usually ad opted on a single vote — includes warrants; minutes of the Lake County Vector Control Board meeting; and approval of Resolution 2026-06 approving the acceptance of general fund grant funds for the Algae Harvesting Demonstration Project.

The council also will meet in closed session to discuss a case of anticipated litigation and labor negotiations with the Clearlake Police Officers Association.
